Job Description

The Cash and Protection Team leader will be responsible for assuring efficient delivery of Protection Cash intervention in different regions of the country. He/she will be will lead the coordination of field teams across different sectors, and oversee the CASH team field work including: (receiving and delegating cases to field staff, providing approvals for cash assistance based on agreed criteria, liaise with finance for cash transfers, provide guidance on conducting referrals and/or coordinating provision of required additional services, and completing follow up.

The Team Leader will be supervised by the Protection Manager (Livelihoods) to ensure effective and smooth coordination is applied among the team members.

Major Responsibilities:

  • Participate in the kick off and preparation phase of the CASH for protection interventions;
  • Direct Coordination with internal and external programs to assure identification and referrals for CASH for protection in a successful manner;
  • Provide orientation sessions for other IRC sectors and external agencies on eligibility and identification for provision of CASH for protection based on the SOPs and ongoing projects;
  • Act as focal point for receiving internal and external referrals of individuals and families from 3 regions (Bekaa, North and ML) in need of CASH for protection;
  • Delegate received referrals to assigned field teams in the regions, and follow up on field tasks (conducting risk assessments and eligibility determination);
  • Review CASH risk assessments database and approve eligibility scoring for each case;
  • Provide on-going support and guidance for field team on eligibility criteria and program scope of intervention;
  • Assure relevant referrals are conducted and recorded on the program database;
  • Ensure short term monitoring is conducted and recorded in a timely manner;
  • Ensure complete and updated documentation related to each individual case on program database, RAIS, activity info and Protection shared box;
  • Oversee the management of data store, ensuring confidentiality of information collected/services provided;
  • Submit monthly reports and assure targets are reported on RAIS, Activity info and IRC internal monthly beneficiary count;
  • Lead the CASH for protection weekly meetings to ensure adherence to minimum standards, including preparing and submitting weekly work plans on a timely manner;
  • Take the lead on providing initial approval of transfers’ requests and submit to the Protection (Livelihoods) Manager on time;
  • Represent protection cash program in coordination meetings when needed;
  • Support the existing protection mainstreaming programming at the Livelihoods Centres, by assuring protection information sessions are conducted as the agreed action plans.

Position Reports to:  Protection (Livelihoods) Manager.
Direct reporting to team leader:
Cash and Protection Officer (North), Cash assistant (ML), Cash assistant in Bekaa.

In direct reporting: Protection Managers in Bekaa, ML and North

Other Internal and/or external contacts: IRC Referral officers in Bekaa, North and ML, IRC Child protection and Women empowerment field teams in ML, Bekaa and North including protection monitors and case workers, UNHCR and ECA partners, case management, shelter and other service providers.

Qualifications

Education:

  •  Bachelor/Degree in Social work, Counseling, Psychology or other related field.

Work Experience:

  •  At least 3 years of experience in managing a field team.
  • Experience in remote management and coaching.
  • Case management and/or Cash program experience is preferable.
  • Field experience on emergency response.
  • Experience working with refugee population preferred.
  • Solid protection background and ability to provide trainings on protection topics.
  • Ability to maintain confidentiality, respect, non-discrimination and safety of clients at all times.

Demonstrated Skills and Competencies:

  •  Leadership skills, ability to work autonomously, take initiative and responsibly escalate issues.
  • Ability to travel constantly to the field in North and Bekaa regions. 
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Outstanding communication and liaison skills.
  • Strong team spirit, comfortable in a multi-cultural environment.
  • Flexibility in working overtime when needed and ability to handle pressure well.
  • Good computer skills (Microsoft Word and Excel).

Language Skills: 

  •  Arabic and English fluency is required.
Working Environment:  Combination of office-based (40%) and field-based (60%).
