National Consultant (Social Protection Specialist for providing support the MOWCA); Only for Bangladeshi

The key objective of the consultancy is to support MOWCA: a) To facilitate and coordinate the establishment of the Department of Children; b) To facilitate initiation of the Agamir Shishu (child benefit scheme for children from 0-2 Years) Scheme c) To facilitate implementation of ECD policies Scope of the Work During the assignment, the consultant is expected to perform the following: (a) To facilitate and coordinate establishment of the Department of Children(DoC) 1. 1. Provide technical and administrative support to MoWCA to expedite the agenda of establishing the Department of Children 2. 2. Provide support in coordinating and follow up the implementation of the CRC concluding observation by developing a plan of Action and follow up implementation through different ministry 3. Provide technical support to develop a child rights monitoring framework at national and district level (b) To facilitate initiation of the Agamir Shishu Scheme 4. Provide technical and managerial services to MOWCA to initiate the Agamir Shishu Scheme 5. Support to MOWCA focal person to coordinate with Cabinet Division and other relevant ministries 6. Organasie and coordinate workshops/ meetings, develop agenda, facilitate discussions of Agamir Shishu 7. Technical support to develop the TAPP/ DPP and the Project document on Agamir Shishu 8. Draft Technical documents including ToRs/ concept papers 9. Maintain Regular communication with the Policy Guidance Unit of Cabinet Division to facilitate implementation of Agamir Shishu. 10. Facilitate implementation of project components related to health services, nutrition birth registration and cash transfer 11. Facilitate the process to develop a national system of integration of services and develop the Agamir Shishu MIS 12. Provide support to pilot Agamir Shishu in two Upazilla and implement the same model in Cox’s Bazar for host community

Background:

 The seventh five Year Plan set its aspiration to build a social protection system which is available to all citizen who are in need.  One of the key focus of the 7th Five-year plan is to expand social protection coverage for the people who need it most, who are vulnerable to natural disaster or other forms of shocks. Aspiration set out in the 7th national plan have been translated in the Social Security strategy (NSSS) which proposed important institutional reforms to: (a) efficient and effective implementation; and (b) strengthen coordination and monitoring of the social protection programmes.

UNICEF aims to provide technical assistance support to the Cabinet Division and MOWCA in its role of coordinating and providing policy analysis support for the NSSS. Particularly, this effort will focus on developing a child benefit scheme for children under 5 that can carry forward to cover the vulnerability of children, under the spirit of universality, where no child is left behind. At the same time there is a long pending decision of establishing Department of Children under MoWCA to strengthen the institutional and technical capacity for the effective coordination and monitoring the rights and wellbeing of the children.   

Cabinet Division, in collaboration with MoWCA and UNICEF, has assessed the feasibility and scalability of the child benefit scheme, and came up with an operational design document and programme architecture – labeled ‘Agamir Shishu’. The Policy Guidance Unit for Child sensitive social protection (PGU-CSP) of the Cabinet Division has been leading the process of designing the Agamir Shishu programme and facilitating coordination of its implementation by MOWCA and other relevant ministries.  The Agamir Shishu has been designed as a complement to other ongoing initiatives to test alternative models of a child benefit programme. The Agamir Shishu model strives to establish a link between other available services to develop an integrated national system to provide a set of services to children from 0-4 years.

The Agamir Shishu will integrate five major services by linking them and feeding into a single MIS which will include the following: (a)  birth registration within 45 days of birth; b) health and nutritional services for pregnant women, mother and children; (c) Access to early childhood development programme; (c(d) Cash transfer to pregnant women and children under 5 years.

It is expected that Agamir Shishu will be implemented through establishment of a coordination mechanism among ministries i.e Ministry of Women and Children Affairs, Ministry of Health, Ministry of Local Government and Rural Development where MOWCA will play the lead role and initiate implementation of the scheme. Simultaneously the pending initiative of establishing the Department of Children will be taken to forward so that a strong coordination, implementation and monitoring of child rights situation in Bangladesh and follow up action can be undertaken.

• Any other task related to coordination, document preparation and process facilitation, upon request by the Chief, SPEAR/ Child protection Section or the Representative.

Deliverables/Output:

  • Contribute Finalisation of Agamir Shishu Project Document by MOWCA and Cabinet Division
  • Facilitate endorsement of Agamir Shishu Project document (Piloting and implementation in Cox’sbazar)
  • Facilitate inter- ministerial meetings and discussions on Agamir shishu
  • Facilitate dialogues with government and other stakeholders to implement ECD policy
  • Develop ToR for Agamir Shishu MIS and integrated system and facilitate MOWCA endorsement
  • Coordinate with WFP, MOWCA and Cabinet to field test/pilot of Agamir Shishu MIS and integrated system 
  • Organise and facilitate advocacy discussion on establishing the Department of Children with MoWCA and relevant stakeholders
  • Support to Assessment of Kaliganj Model of birth registration
  • Support UNICEF, Cabinet Division and MOWCA to  facilitate implementation of Agamir Shishu components related to health services, nutrition birth registration and cash transfer 
  • Prepare strategy with timeline for taking forward the decision. 
  • Liaison and facilitate the inter-ministerial committee for taking decisions for establishing the DoC
  • Coordinate and disseminate concluding observation of the CRC committee and organize workshop for preparing the Action Plan
  • Support MOWCA in the approval process of Agamir Shishu DPP and other department of children and child rights monitoring framework
  • Summaries/policy briefs and report are prepared
  • Follow up progress of implementation of the plan of action with the selected key ministries
  • Coordinate and organize consultations for the National Advisory committee to develop Child Rights Monitoring framework.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Sciences/ Public Policy/Public Administration
  • A minimum of [15 years] of relevant professional experience in governance and social sector,and have demonstrated evidence of doing similar work independently for other developing countries.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
