Role Overview

Manage all in-country aspects of human resources for the programme with a particular focus on nationally recruited staff, on a day-to-day basis this will involve recruitment, staff policy development, co-ordination of training and general staff well-being. All HR activities are conducted in line with Medair policies and procedures and in accordance with local employment legislation and practice. The Human Resources Manager also works with field management and GSO on in-country issues for internationally recruited staff.

Project Overview

Emergency health projects targeting displaced, war affected and vulnerable populations in NE Congo. Developmental projects aimed at long term and sustainable behaviour change in general population and state health employees to improve public health outcomes.

Field based position in Goma, Nord Kivu, Eastern Democratic Republic of Congo.

August 2019. Full time, 24 months.

Key Activity Areas

Human Resources Management for Nationally Recruited Staff

  • Manage and co-ordinate the recruitment process for new/ vacant positions.This will include updates to job descriptions, advertise the vacancy, draw up the short-list, interview potential candidates and make the appointment.
  • Ensure all nationally recruited staff have a employment contract and receive an appropriate induction.
  • Ensure relevant HR documentation is made available to staff in a language they understand or is explained verbally to those with limited reading ability
  • Organise appropriate debriefing, if required, following any critical incident
  • Regular review, update and/or develop employment documentation for nationally recruited staff, including job descriptions, employment contracts and staff guidelines, ensuring they meet the requirements of local labour law.
  • Liaise with other NGOs, local service providers and field management to ensure that salaries and benefits for nationally recruited staff are in-line with similar organisations, meet the requirements of local labour legislation and are within budget
  • Participate in the proposal budgets, create a “price list” for all account codes under the personnel tab in budgets.

Human Resources Management for Internationally Recruited and Kenyan Recruited Staff

  • Manage the day-to-day Human Resource functions of the programme as they relate to nationally recruited staff including.
  • Support line management to identify staffing needs.
  • Keep the IRS country information brochure up to date.
  • Co-ordinate and the in-country process any required visas or work permits for all incoming staff and visitors. Communicate arrival information to relevant individuals within the team.
  • Work with line managers to ensure new staff receive a relevant and appropriate country/programme briefing and that a full induction and handover is carried out.
  • Maintain staff movements’ tracker and annual leave balance. Support line managers on staff wellbeing, provide confidential and relevant feedback as requested.
  • Lead the personnel representatives union, as well as the Comité d’Hygiène.

Training and Development

  • Support line managers to identify training needs for local staff.
  • Source in-house and external training opportunities as appropriate, working within budgetary and operational constraints.
  • Provide access to Medair’s online learning platform for all staff. Maintain training records.

Administration

  • Oversee performance management to ensure line managers conduct performance appraisals within the required timeframes and that the necessary paperwork is completed according to the latest guidelines.

Field visits

  • Visit all field basis on an annual basis. Provide HR training.
  • Organise NRS staff meetings to receive feedback on different HR procedures and policies.

Team Spiritual Life

  • Reflect the values of Medair with team members, local staff, beneficiaries, and external contacts.

Qualifications

  • University degree in relevant subject or equivalent professional qualification.
  • Strong working knowledge of English and French (spoken and written).

Experience

  • 2 years’ relevant professional experience in administration / human resources position.
  • Previous experience working in a cross-cultural setting, preferable in the HR sector.
  • Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
  • Capacity to work under pressure and manage personal stress levels.
  • Able to develop, coach and support other team members, both international and national staff.
  • Strong organisational and time management skills.
  • Coaching and training skills. Desire to serve others.
  • Team-player but also able to work independently.
  • Good inter-personal and conflict resolution skills.
