Objective of the Programme:

  • Build the capacity of Government of Nepal to lead and manage the National Small-scale Renewable Energy Framework. The Alternative Energy Promotion Centre (AEPC) will be the main entry point but other relevant institutions may also be considered (such as AEPC regional offices, Ministry of Energy and the Nepal Energy Authority).

  • Strengthen the capacity of the Central Renewable Energy Fund (CREF) to enable it to manage and spend climate finance.

  • Directly deliver programme activities related to: i) demand for renewable energy; ii) supply of renewable energy technologies; and iii) finance for renewable energy.

  • Generate and share knowledge and research in relation to Nepal’s renewable energy sector and facilitate knowledge sharing and learning.

Scope of Work:

The Team Leader will be DAI’s principal programme representative and will be responsible for overall programme management, including but not limited to: development and implementation of work plans, operational budgets, and performance monitoring plans. The team leader will also oversee coordination with DFID Nepal, and other critical stakeholders, and will be accountable for achievement of programme results and objectives. S/he will have direct supervisory responsibility over senior technical and management staff and ensure compliance with DAI policies and DFID rules and regulations.

The preferred candidate will have experience in at least two of the following sub-areas:

  1. Market systems based approaches to small-scale renewable energy delivery, including:

  2. Integrating renewable energy with innovative financial instruments (including credit) and experience working with national level energy funds and financial institutions (banks, rural MFIs).

  3. Knowledge of international climate finance

  4. Developing business models for RE solutions including solar PV (including solar home systems); biomass (clean/improved cookstoves); micro-hydro; hybrid/green mini-grids

  5. Providing capacity building to SMEs, including provision of business skills, technical assistance and knowledge of business models applicable to rural areas in renewable energy supply and/or productive energy uses (demand).

  6. Experience advising governments in policy design and formulation, ideally in the renewable energy and/or energy finance (subsidies and innovative financial instruments) sectors.

  7. Experience advising governments on institutional reform and capacity building, including in contexts of federalization/devolution.

Duties and Responsibilities:

Team Management

  • Lead and oversee management of all long and short term staff. Ensure quality of programme delivery through mentoring the NREP team;
  • Directly manage the team leading 4 key objective areas;
  • Act as a mentor to key local staff and local economic reformers in developing their ability to engage with technical issues and develop competencies in areas relevant to NREP TOR;
  • Ensure all deliverables produced through Short Term Experts’ missions are in line with DAI and client quality standards;

Technical Oversight

  • Provide technical direction and support to the core team to ensure performance of the programme;
  • Provide clarity in linking monitoring, evaluation and learning with broader programme objectives and strategy; periodic analysis and review theory of change, political economy and overall portfolio profile, and provide capacity to apply these to the overall direction of the programme;
  • Develop and implement annual programme work plan and programme strategy;
  • Ensure that all technical deliverables are complete, high quality, and submitted to DFID in a timely and professional manner;
  • Ensure focus on gender mainstreaming and women’s economic empowerment.

Programme Management

  • Hold overall responsibility for the programme and provide strategic, technical and operation insight and oversight;
  • Establish programme’s strategic vision and core principles with the field management team and head office;
  • Ensure that all financial reporting is complete, high quality, and submitted to DFID in a timely and professional manner;
  • Manage expenditures within contract parameters and defined budget lines.
  • Work with technical and administrative managers to design and implement a programme management and monitoring system based on the contract scope of work;
  • Initiate changes to the programme logical framework and ensure that set targets are achieved;
  • Manage expenditure in line with the agreed budget (agreeing changes with DAI London);
  • Other responsibilities as assigned by the Project Director

Client and other stakeholder relationship management

  • Develop productive working relationships with relevant MDAs and DFID to identify appropriate areas of strategic coherence between activities to offer VfM;
  • Manage client and beneficiary expectations, including defining and agreeing key success criteria for all project deliverables;

Required Qualifications

  • Master’s degree in business administration, finance, public policy, energy-related disciplines including economics, engineering, or other relevant qualifications.
  • Previous experience managing complex donor-funded programmes of a similar size, preferably for DFID
  • Experience leading multi-disciplinary teams
  • Previous experience of working on renewable energy programmes in an international development context – preferably in Nepal or the region [or in Sub-Saharan Africa]
  • Fluency in spoken and written English required; working knowledge of Nepali desired

Detailed ToR will be shared with the shortlisted candidates.

Location: Kathmandu, Nepal. Occasional travel to other districts may also be required.

Project End date: August 2023 (subject to DFID funding)

Level of effort: Full time
