A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.
Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.
A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.
The principal functions of the ICC Security & Safety Section are:
- The protection off all ICC premises, property and courtroom functions through the strict control of access and egress and the maintenance of an armed uniformed protection force.
- The management and control of all electronic security and surveillance protection systems operated at the seat of the Court.
- The safe handling and custody of all accused persons whilst detained at the seat of the Court. The background investigative screening of staff, contractors and other support workers to ensure the reliability and integrity of personnel assigned in a security sensitive environment.
- To promotion of safety and security of ICC staff and its investigative and judicial processes, including coordination and liaison with the security agencies of the host country, member states and international organizations.
- The armed protection of designated staff members, premises and evidence in areas of investigative operations and the provision of close protection escorts, contingency plans, staff tracking and operational liaison with host government or international security support agencies.
- The prevention of unsafe acts at work, the promotion of a safe working environment and the immediate response to fire, safety, first aid or security incidents or emergencies.
Duties and Responsibilities
Within this framework and under direct supervision of the Security Sergeant, the incumbent will perform the following duties:
- Security screening of all persons entering ICC premises, using technical equipment, including x-ray and metal detectors, or manually as necessary.
- Provides armed uniformed security protection for the staff, senior officials, witnesses, Judges, and visiting dignitaries at the seat of the Court and provides the ''quick reaction'' capability in the event of a security alert or emergency.
- Maintains surveillance (technically and personally) of ICC premises in order to prevent intrusion or disorder in Courtrooms or other semi-public places, removing unauthorized or unruly persons from the premises.
- Ensures the safe custody of accused persons by providing close security escorts to prisoners in accordance with defined security operating procedures.
- Conducts physical searches of the premises in response to threats or as a preventative security measure.
- Provides the initial response to emergencies, technical alarms, security alarms or other reports requiring security and safety intervention.
- Provides first aid and ''first responder'' medical assistance to injured or ill persons at the seat of the Court.
- Monitors, operates and responds to the electronic security systems at the Central Control
- Rooms, including CCTV surveillance and recording, access control, intrusion detection, fire and technical alarms.
- Maintains all necessary security records, including firearms register, control room records, incident logs, visitor’s logs, contractor records, through completion of manual logs or the use of PC based equipment.
- Screens, recording and inspecting all mail and deliveries arriving at the Court (using technical equipment) in order to ensure its safety.
- Conducts patrols of the premises internally and externally in order to prevent breaches of security and safety, report infractions or incidents, ensure compliance with security policies and procedures and provide reassurance.
- Provides armed security escorts to witnesses, VIP's or other dignitaries whilst at the seat of the Court.
- Completes correctly and efficiently the necessary administrative records in relation to leave, compensatory time, overtime, night differential, other entitlements or other administrative requirements.
- Reports infractions of ICC rules, regulations of administrative issuances or breaches of security and safety to supervisors in a timely manner.
- Upon selection, candidates must successfully complete all mandatory subjects in the Induction Training Program including but not limited to: Fire & Safety, Building and Court Emergency procedures, Security Systems, X-ray Screening, use of Force Principles, Control & Restraint, Use of Firearms, First Aid, etc.
- Candidates must be in excellent physical and mental condition. Their physical fitness might be continuously assessed through specific testing.
Diploma of secondary education.
A minimum of two years of experience in the security field, preferably with the national police, military or an international organization or corporate, is required.
Experience in the following aspects is required:
- Operating modern security screening equipment for screening persons and items.
- Working in a security control centre with modern intrusion detection and CCTV, access control, communications and fire alarm, evacuation and emergency systems.
- Investigations and techniques involved.
- Working with radio communications.
- Arrest and restraint techniques and tactics. Fire prevention and fire fighting.
Expertise in the following areas are desired:
- Training in the use of baton and other non-lethal weapons or instruments. Training and experience in prisoner handling.
- Training and certification in the use of firearms.
- Training and certification in First Aid.
Knowledge, Skills and Abilities:
- Excellent communication and negotiation skills. Computer literacy.

- Obtain a Security Clearance.

- Must be able to work within a 24/7 coverage shift system (inclusive of nights and weekends, when required).
- Must be in possession of a valid driving licence (for category B) issued by National Authorities.
Knowledge of languages:
Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset. Working knowledge of Dutch is considered of asset.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
