Job Description

The International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. Since 1992, the IRC has provided life-saving services to refugees and vulnerable local communities in Kenya. In Kenya, the IRC implements programs in the areas of integrated primary health care (including nutrition and HIV/AIDS); economic recovery and livelihoods; protection of rights; and women’s protection and empowerment in refugees camps as well as northern Kenya and Nairobi.

In recent years, Infrastructure investments in Kenya has been focusing roads and the current development is the construction of the North Eastern Transport Improvement Project (NETIP), which the Government considers as an important element of the country’s economic development. Though the development projects are beneficial to the community, they can also expose women, children and communities living around the construction sites to many negative impacts such as loss of livelihoods due to displacement, school drop outs, sexual exploitation and abuse, child marriage, child labor and human trafficking.

IRC has submitted a bid for a project on Prevention of Sexual Exploitation and Abuse along the North Eastern Transport Improvement Project Corridor and as such seeks to fill the positions of Communications and Documentation Officer.

Scope of Role

Under the supervision of the Team Leader, the Communications and Documentation Officer will be responsible for developing effective resources for all program stakeholders, and identifying visibility opportunities, and for meeting with government authorities as well as partner agencies, community leaders, keep them informed about successes & challenges. He/she is expected to travel regularly and extensively to the field to collect information and stories and photograph activities. These will be published on social media, as well as in a variety of communication resource materials. Communications and Documentation Officer will be a focal person at communication events. The Officer will be supported by the International Communications Coordinator who is responsible for the clearance of all work for publication.

Key Duties and Responsibilities

Responsibilities:

Program implementation and documentation

  • Provide communication and documentation guidance to NETIP GBV/VAC program initiatives
  • Design all behavior change communication materials for all program stakeholders
  • Lead in documentation of knowledge gathered such as through case studies, anecdotes, attitude shifts and GBV response changes to be used for further advocacy and learning purposes
  • Develop, deliver and refine communication intervention strategy for the challenging VAWG program, in line with the program objectives
  • Develop written materials regularly that illustrate the impact of program work and its context and sharing project briefs with the NETIP stakeholders.
  • Development, editing and publishing of the content of strategic information materials for advocacy including information packages, NETIP briefs, researches for stakeholders sensitization activities and other public engagements
  • Monitoring and evaluation OF adherence to communication program standards
  • Development of theory of change and success stories to demonstrate the outcomes and impact of the campaigning and advocacy work on VAWG prevention and response.
  • Participate in preparation of monthly and annual reports for submission to the donor and the donor and the country management team.
  • Develop strategies for change to give IRC a more influential voice to help address GBV prevention and response
  • Participate in program interventions and monitor the evolving communication gaps and support in adjustment of communication tools to suit interventions.
  • Ensure that all communication and documentation activities and materials are consistent with established international, national best practices and IRC communication policy.
  • Any other duties as assigned by the supervisor.

Program Development

  • Participate in project proposals and concept development for women protection and empowerment program.
  • Design and lead communication and documentation assessments to determine gaps and uptake of the NETIP program.
  • Contributes to knowledge creation by continually documenting lessons learned, good practices, and replicable strategies, and actively shares this knowledge.
  • Provide monitoring for the  specific and targeted IEC/BCC interventions issues on prevention and response to GBV and provide constructive feedback to inform quality interventions.

Coordination, Representation and Advocacy

  • In coordination with the Team Leader, represent the IRC in GBV prevention and response advocacy forums /meetings to share lessons learned in programming, needs assessments, and support to improve VAWG prevention and response.
  • Together with the Team leader and relevant coordination mechanisms, identify opportunities for advocacy on issues related to GBV prevention and response.
  • Coordinate the external communications plan to support the campaigns and advocacy, work (media advocacy strategies) and participate in the partners meetings.
  • Pro-actively seek and maximize opportunities to raise IRC profile.

Staff development

  • Train implementing staff on documentation, writing success stories and ways of using data to show the theory of change
  • Ensure the documentation and communication materials follow IRC HR policies, including the Communications policy
  • Build capacity of implementing staff on advocacy, including the use of developed communication tools.

Qualifications

  • A Bachelor’s Degree in Mass Communication or Media Studies. Additional training in the required field is desirable.
  • At least 8 years’ experience in preparing Community Mass Media Information, Education and Communication (IEC) materials including GBV/VAC and SEA.
  • Ability to use media to influence change in social norms and attitudes.
  • Experience in community mobilization and advocacy for violence prevention.
  • Ability and willingness to work in rural areas and at least good knowledge of languages used in the project area.
