Job Description

CONTEXTUAL BACKGROUND:

The IRC Yemen began its programs in October 2012. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through a local partnership in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment. These sectors are responding to food insecurity, cholera and other humanitarian needs within the displaced and conflict affected populations

Job Overview/Summary:The Child Protection Officer (Case Management) will be responsible for managing the case management team in Abyan. The CPO (CM) will be responsible for the effective implementation and proper documentation of all CP cases, through staff supervision and support of the five caseworkers in Abyan. The Officer works in close collaboration with the Child Protection Coordinator and Child Protection Manager to ensure complete support to the team. One of the case workers will be rotating and working with the Nutrition team and the CPO (CM) will collaborate with the Nutrition team. The CP Coordinator will provide technical oversight to the case management team. This position reports to the Child Protection Manager.    

Main Responsibilities:

  • To ensure effective implementation of case management services for children harmed or at risk of being harmed through appropriate assignment of cases, monitoring and guidance to caseworkers
  • To provide guidance to the case management team individually and through group meetings
  • To collaborate with other case management officers and key stakeholders in order to regularly report trends and communicate closely with the CP Coordinator and CP Manager
  • Ensure that each caseworker is effectively implementing case management according to Standard Operating Procedures through regular individual and team meetings and case reviews with caseworkers.
  • Monitor timelines for response, services follow-up and review of cases
  • Ensure cases are receiving appropriate support; and when needed, support individual cases and provide regular monitoring of all aspects of case management services
  • Communicate all technical needs and capacity building requirements to the CP Coordinator and CP Manager
  • Assign and review caseworker’s caseload to ensure they are manageable and share challenges with the CP Manager and CP Coordinator
  • Conduct post-service child and family interviews in order to evaluate the quality and impact of case management by the case workers. Document feedback and analyse trends regularly; discuss lessons learned with the team and CP Coordinator and CP Manager

Staff Supervision and Development

  • Directly supervise five CP caseworkers
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
  • Assist with the recruitment of case workers when needed, working closely with HR and CP Manager and CP Coordinator
  • Ensure support and ongoing capacity building opportunities for staff on technical skills across

Information monitoring

  • Regularly review documentation of CP cases through case audits, review of files and databases. Ensure confidentiality and that data protection and information-sharing protocols are respected.
  • Monitor and analyze child protection data collected by the Case Management team and provide regular reports to the CP Manager and CP Coordinator on caseload numbers (disaggregated by sex, age, risk level, etc.)

Team Coordination

  • Schedule and lead case management meetings every two weeks with the Case Management team
  • Organize and lead case conferences for complex and high risk cases.
  • Directly communicate effectively with other Officers and key stakeholders in order to report trends and share learnings
  • Reach out to senior CP staff when facing particular case challenges

Other

·Consistently and proactively monitor and assess the safety of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs

·Actively engage in all capacity building opportunities including formal trainings, on the job coaching etc

·Provide briefings on child safeguarding and appropriate behaviour with children to all case management staff; ensure any concerns are reported and addressed immediately.

·Other duties as assigned by the supervisor to enable and develop IRC programs

Qualifications

Job Requirements:

·Technical diploma or degree in social work, human rights, or related degree preferred

·Minimum of 3 years’ experience as a child protection caseworker, preferably in humanitarian or development settings

·Demonstrated understanding of working with children and particularly vulnerable children

·Personal qualities: Team leader, flexible, strong communication skills with children and caregivers, analytical skills, network-builder, able to handle pressure well and work in cross-cultural setting.

·Fluency in Arabic

·Written and spoken English is an advantage
