ORGANIZATIONAL CONTEXT
Define the role of the position within the team, describing its leadership role, if any, it¿s external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable, exercised by the incumbent.

The Senior Staff Development Associate (MLCI) provides support to the Management, Leadership, Communication and Innovation (MLCI) Unit in all its learning activities with primarily focus on leadership development.

Under the direct supervision of the Senior Staff Development Officer (MLCI) who provides overall direction and guidance in connection with his/her work, the incumbent supports the management of a portfolio of leadership learning programmes, including the Certification Programme for Representatives and Heads of Office (C-PRHO). S/he supports decision making and project coordination, and executes decisions taken by his/her supervisor regarding leadership programmes.

The post requires the incumbent to work both internally and externally with a variety of stakeholders. More specifically, s/he will have regular contacts with individuals and groups of staff within DHRM and other divisions, bureaus in order to discuss administrative issues and seek support and approval for various initiatives; with stakeholders in other UN Agencies and international organizations in order to work on joint programme initiatives and exchange of best practices. Additionally, s/he will interact with external service providers ¿ consultants, conference venues, e-learning development companies and other training providers and subject matter experts - in support of the unit¿s activities with a special responsibility if outside contacts require local language skills.

FUNCTIONAL STATEMENT

Accountability
- UNHCR Certification Programme for Representatives and Heads of Office (C-PRHO) and other leadership related learning programmes are provided with effective support in terms of design, development and coordination.
- UNHCR C-PRHO and other leadership related learning activities, blended learning programs and online content, as well as workshops and production of materials, are provided with effective administrative support.
- The Unit's budget and expenses are monitored effectively and in a timely manner to support the achievement of a high implementation rate.
- The learning activities are accurately designed, developed, uploaded and maintained in Learn&Connect (UNHCR's Learning Management System), UNHCR¿s Intranet and in the electronic data archiving system.
- Interactions and collaboration with external service providers, contractors and consultants are following UNHCR¿s relevant rules.
- The learning activities are managed and administered in a timely manner and to the quality criteria required by each activity. Financial and other reports as required are prepared in a timely manner.

Responsibility
- Collaborate and engage with stakeholders (internal and external) in order to secure support and/or approval for various initiatives, effective communication and clear expectations surrounding the leadership learning programmes.
- Support the Head of Unit in the coordination with counterparts in other UN Agencies and international organizations in order to work on joint programme initiatives and exchange of best practices in the area of leadership development.
- Develop proposals for timelines of learning programmes and activities.
- Provide support to the analysis of learning needs in the area of leadership.
- Contribute to the development of learning materials, guides, job aides, manuals, and on-line courses to be used for training/learning/staff development purposes.
- Recommend content, methodology and implementation modalities for learning activities.
- Upload catalogue information and learning materials and build curricula in Learn&Connect.
- Advise the Head of Unit on technological aspects of learning initiatives including, but not limited to, those using the learning platform.
- Contribute to the advertisement and selection process of participants.
- Manage applications, notifications and enrolment of participants.
- Contribute to the development and implementation of assessments (tests), including the appropriate administration of assessments and management of results.
- Manage learners, including but not limited to enrolment, progress tracking, administration in Learn&Connect, dispatching information and training material required for the purpose of workshops and other learning activities.
- Coordinate implementation and arrange logistics of the workshops and other leadership-related training activities, including, but not limited to venue selection, issuance of administrative instructions and travel authorizations.
- Prepare reports that will facilitate assessment of learning needs, evaluation of learning interventions and the respective cost analysis.
- Participate in the evaluation of learning activities.
- Establish and maintain efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff rules and regulations.
- Support the preparation of consultancy documents, requests for proposals for goods and services; and manage vendors.
- Handle budgets in his/her area of responsibility and assist the supervisor in preparation of the unit¿s budget submissions and revisions.
- Monitor the expenditures and prepare periodic expenditure reports in relation to leadership-related workshops and other learning activities and advices the Head of Unit as necessary.
- Evaluate needs for goods and services - including consultancy services - in support of the development/delivery/evaluation of learning activity(s); and prepare procurement documents such as requisitions and terms of reference.
- Manage vendors and/or actively participate in vendor management, including liaison with external service providers - consultants, conference venues, e-learning development companies and other training providers and subject matter experts - and GLC Admin Unit, the DESS/PS and DFAM/AFS to facilitate procurement and payments processes and in support of the unit's activities with a special responsibility if outside contacts require local language skills.
- Manage the C-PRHO and other related electronic and hardcopy records.
- Support the training needs analysis, design and delivery of the MLCI Unit's other learning programs and events. 
- Co-facilitate workshops and webinars implemented by the Unit.
- Prepare learning reports using creative formats, including multimedia.
- Perform any other responsibilities/functions deemed necessary in order to meet the level of the services in the organization.

Authority
- Recommend content, methodology and implementation modalities for the learning activities under his/her responsibility.
- Recommend budget expenditures for the learning activities under his/her responsibility.
- Evaluate needs for goods and services - including consultancy services - in support of the development/delivery/evaluation of learning activity(s) under his/her responsibility and prepare procurement documents such as requisitions and terms of reference.
- Manage the unit's electronic and hardcopy filing system in relation to leadership portfolio.
- Serve as unit's focal point for the Learn&Connect (UNHCR learning management system) for the learning activities under his/her responsibility.
- Communicate administrative information on behalf of the unit.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Completion of the secondary education with course work/training or its equivalent technical or commercial school in education and/or Business Administration or a related field.
- Minimum 11 years of relevant professional experience in progressively responsible administrative functions, preferably related to pedagogical activities and/or provision of training.
- Experience of effective communication with partners, vendors, or stakeholders on project related aspects.
- Experience with an Enterprise Resource Management system (such as PeopleSoft) or Learning Management Systems or equivalent.
- Excellent computer skills and proficiency in Word, Excel, PowerPoint.
- Fluency in English with proficiency in the local language.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Knowledge of the content of UNHCR C-PRHO Learning Program.
- Experience with distance learning and learning management software.
- Exposure to UNHCR specific learning/training activities.
- Experience with leadership development programmes.
- Facilitation skills.
- Experience with database applications.
- Experience with adult learning theories and instructional design covering the design, development, delivery and improvement of learning programmes.
- Experience using authoring tools to develop eLearning or distance learning activities.
- Practical experience in contract negotiations and management.
- Familiarity with humanitarian operations, procedures and refugee issues.
