Technical Specialist SDG16

Mogadishu (Somalia)

Background

The United Nations Development Programme (UNDP) in Somalia has been supporting the government’s efforts in effective implementation of the National Development Plan (NDP), which is aligned with the corporate Sustainable Development Goals (SDGs).  In support of development plans outlined in the NDP, UNDP in collaboration with a wide range of stakeholders including government, multilateral agencies, private sector and civil society has been developing and implementing projects in its main thematic areas of Economic Growth and Employment, Democratic Governance, Rule of Law and Security, Human Development and Economics.  These projects contribute towards achieving the overall national goal of socioeconomic transformation for poverty reduction, economic revival and societal transfer in a socially just and gender equitable manner.

The UN in Somalia, under the Global Focal Point for areas of Rule of Law is establishing a first-of-its kind outcome-based M&E framework that seeks to measure the impact of the UN’s and the international investment in areas of rule of law. Through coordination, robust collection, consolidation, and analysis of qualitative and quantitative data; and capacity building of government counterparts, the project aims to develop sustainable SDG16 measurement methodologies, as well as improve practices around peace and security data among the UN, international community, and the Federal Government of Somalia. UNDP will host the operation, ensuring neutrality, sustainability and that the effort is connected to Goal 16 indicators with the aim of subsequently over period of time building the capacity of the host government to be able to take over the monitoring. The initiative will be grounded in a community of practice, as to reinforce accountability, the data-driven nature of the monitoring and analysis, and enable the model developed by the team to be adapted in other conflict-affected countries and fragile states.

UNDP Somalia has embarked on a 12-month Project Initiation Phase which will initiate the measuring of outcomes and impact of the rule of law projects and programmes in Somalia within the M&E framework of the SDG 16.

To establish the M&E Framework and provide support to the implementation of the M&E project, the UNDP will recruit a Technical Specialist for SDG16 to undertake the coordination and provide technical inputs for establishing the project and also initiate the formulation/development of full-scale SDG 16 M&E Project.

Duties and Responsibilities

The Technical Specialist SDG16 will undertake the following tasks:

Provide effective technical services and knowledge building

  • Provide technical advice, management inputs and coordination to the SDG16 project.
  • Prepare data analysis for and develop SDG 16 bulletins (4 in one year)
  • Develop and implement dip stick audits.
  • Sound contributions to knowledge networks and communities of practice
  • Analyze results/lessons learned, and provide strategies for improved delivery of project interventions;
  • Ensure project lessons learned and best practices are captured and documented to inform wider policies and programmes.
  • Develop and finalise a full-fledged SDG16 M&E project document.
  • Assist in resource mobilisation efforts. Develop donor proposal for the Global Alliance.
  • Develop SOP on coordination with DFID projects and present to the partners to reach agreement

Ensure capacity building and coordination

  • Build the Community of Practice and make presentations at meetings held, for technical feedback on project methods, activities, and outputs.
  • Support the government in the establishment of a government-led task force on SDG16
  • Organise trainings for capacity building for government counterparts, donors and UN entities

Ensure effective and efficient results-based project management

  • Manage the delivery of inputs and outputs of the Project Initiation Plan (PIP);
  • Facilitate day-to-day management of the SDG16 PIP activities, covering the PIP and its transition to the development of the full-scale Project.
  • Prepare annual work plan, development of M&E plan and procurement plans;
  • \Working with government officials and the UNDP area-offices, serve as a liaison between government officials and the Project Management;
  • Ensure project documents are in compliance with UNDP policies and procedures and undertake reporting on Project progress and constraints;
  • Ensure the preparing and maintaining of spreadsheets of project activities;
  • Facilitate meetings and missions;
  • Effective application of RBM tools, establishment of management targets and monitoring achievement of results;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Ensure that aggregate reports are regularly prepared on activities, outputs and outcomes;
  • Preparation of donor reports;
  • Ensure sector-wide coordination and strategic planning efforts and partnership

Results to be achieved

Successful implementation of the SDG16 PIP will result in the formulation of a wider SDG 16 project, as well as successful resource mobilization, and the establishment of a robust M&E framework that is able to to measure the impact of the UN’s and the international investment in areas of rule of law.

Required Skills and Experience

Education:          

  • Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, humanitarian affairs, communication for development, communication or a related field is required;
  • A first‐level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years’ experience in aid and development work at field level, preferably in crisis contexts;
  • At least 5 years’ experience in working with M&E systems;
  • Demonstration of experience on working on Sustainable Development Goals 2030 Agenda;
  • Strong background in community engagement work, preferably in crisis/recovery country context;
  • Proven advocacy and strategic engagement/negotiation skills including donor relations;
  • Technical experience in designing and managing data collection and monitoring frameworks;
  • Technical experience in designing and managing experience in working with social media;
  • Previous work experience in Somalia would be an asset.

Language Requirements:             

  • Excellent command of the English language (both verbal and written)
