BACKGROUND

Sierra Leone has a very high maternal mortality ratio estimated at 1,165 per 100,000 live births (DHS 2013). The Government of Sierra Leone has prioritized reduction of maternal and childhood mortality. Strategies adopted to achieve this, are strengthening nursing and midwifery regulation and education, and improving quality of care provided by nurses and midwives. To this extend WHO has supported the government to develop a national EmONC mentorship programme. 25 Mentors are currently providing mentorship to 120 mentees in 20 BEmONC facilities and 4 referral hospitals. Further, obstetric emergency triage assessment and treatment rooms have been established in the 4 hospitals. In July 2019 the programme will be running for 12 months. A review of its implementation and tools will help to inform further implementation and sustainability of the programme. The nursing and midwifery directorate is supported to strengthen its coordination and leadership capacity, the nurses and midwives board to strengthen its regulatory capacity and the schools are supported to strengthen the capacity of the faculty and their collaborative capacity.

Purpose of the position

The consultant is expected to review and develop recommendations for further implementation of the EmONC mentorship programme as has been implemented by the MOHS with support from WHO in the past 12 months, in order to improve its anticipated impact and sustainability. And to support all activities aimed at strengthening nursing and midwifery leadership, regulation and education.

DELIVERABLES

The incumbent will work with the national authorities, and other relevant stakeholders to\:

Deliverable 1. Pre-mission briefing with the technical unit on the EmONC programme.

Deliverable 2\: Mission to Sierra Leone, visit the 4 hospitals and selected BEmonC sites that participated in the programme, review the mentorship tools and the triage form and assess time to treatment in 4 hospital sites, and prepare a report for each hospital.

Deliverable 3\: Presentation of the completed work to the MOHS and technical unit.

Deliverable 4\: Report on all activities under taken to support nursing and midwifery leadership, regulation and education.

Deliverable 5\: Mission report with recommendations and advise for future implementation of the EmONC programme.

Duties\:

1.Assessment report of the quality of the implementation of the EmONC mentorship programme, identify lessons learned and opportunities for improvement.

2.Reviewed and adapted mentorship tools based on lessons learned.

3.On-the-job coaching for EmONC mentors provided.

4.Data on time-to –treatment for obstetric emergency cases in 4 hospitals collected and analysed.

5.Reviewed and adapted (if needed) the national obstetric triage form.

6.Recommendations and a roadmap for sustainability of the programme developed.

7.Report on ongoing and initiated activities related to nursing and midwifery leadership, regulation and education.

Technical Supervision

The consultant will complete the work under the overall guidance of the WHO Representative to the Sierra Leone Country Office and direct supervision of the WHO Country Office the Basic Package of Essential Services Coordinator in close collaboration with the Technical Officer MNH.

REQUIRED QUALIFICATIONS

Education\:

Essential\:

First university degree in Nursing or Midwifery

Desirable\:

Master Degree in Public Health

Experience\:

Essential\:

·5 years clinical experience in midwifery

·Experience in data collection

·Experience in supporting nursing/midwifery regulation and education strengthening.

Desirable\:

·Experience in supporting EmONC/Midwifery mentorship in low income countries
