The UNICEF DRC Office is looking to recruit to the post of Monitoring and Evaluation Specialist (P-3) to be based in the Kinshasa office. Under the supervision of the Chief Social Policy, the Evaluation specialist is responsible for the planning, development and implementation of the integrated monitoring and evaluation strategies in support of the country programme.

The UNICEF DRC Office is looking to recruit to the post of Monitoring and Evaluation Specialist (P-3) to be based in the Kinshasa office. Under the supervision of the Chief Social Policy, the Evaluation specialist is responsible for the planning, development and implementation of the integrated monitoring and evaluation strategies in support of the country programme.

How can you make a difference?

  1. Supports preparation and conduct of the Situation Analysis, Multiple Indicator Cluster Surveys (MICS) and other key corporate M&E work to contribute to assess progress, analyses trends in contribution to international and national development objectives for children.
  2. Provides technical assistance for the formulation, implementation and progress review of the office Impact Monitoring and Evaluation system (PRIME)/Evidence Information System Initiative (EISI) agenda and work. Contributes to quality of studies, evaluations, surveys, research work, etc. and their systematic dissemination and re-use by partners and colleagues.
  3. Analyzes data relating to the Sustainable Development Goals (SDG) and the situation of children, to track progress, to identify pathways and scenarios to achieve goals, and recommends corrective actions, when necessary. 
  4. Designs or conducts quality review of data collection methodologies and research related to programme interventions; (Sentinel Site Survey, RAP, CAP, etc.). provides technical support, supervises, or conducts research and data analysis. Identifies relevant M&E innovations and assists in the introduction of new and innovative approaches and methods.
  5. Prepares inputs and Participates in Programme meetings, annual reviews, programme mid-term review and end-of-program evaluation to contribute to progress monitoring and identification of corrective actions.
  6. Assists Government partners, at national and provincial level, to plan and develop M&E and information systems. Identifies training needs for capacity building in monitoring and evaluation and Assists Government to organize the training programmes.  Liaises with the regional M&E Officer and the Evaluation and Research Office at UNICEF Headquarters in this regard.
  7. Prepares the programme status reports required for management, board, donors, budget reviews, programme analysis, annual reports, etc. and ensure accurate and timely input of programme information in the UNICEF computerized programme system.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Sciences, Demography, Development Planning, Statistics or a related technical field.
  • A minimum of five (5) years of relevant professional experience at national and international levels in programme monitoring and evaluation. Practical experience in community-based research.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
