ABOUT WFP

Assisting more than 90 million people in 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. As the international community has committed to end hunger, achieve food security and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty.

In Lebanon, WFP works to support approximately 700,000 people with regular assistance using e-cards. WFP also supports Lebanese schools with school meals, and has run over 300 development activities which include supporting rural infrastructure, as well as education and training opportunities for vulnerable individuals in families. WFP also supports Lebanon’s National Poverty Targeting Programme. 

ORGANIZATIONAL CONTEXT

A total of three posts based in Qobayat, Beirut and Zahle Field Offices respectively. The incumbent will report directly to the National Programme Policy Officer with overall leadership of WFP Head of Field-Office.

JOB PURPOSE

To provide effective, specialized support and technical analyses to Livelihood policy and programme activities.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will be responsible for the following duties under the direct supervision of the National Programme Policy Officer and full leadership of the Head of Field-office 
1.    Coordinate WFPs Livelihoods program at the local level in close collaboration with cooperating partners.
2.    Plan, coordinate, implement and monitor various aspects of food security including agricultural production, nutrition/Food safety, cooperatives and Community Based activities in coordination with local government departments.
3.    Provide specialized expertise and contribute towards the development of project activities, plans and processes within the field of livelihoods and resilience ensuring alignment with wider programme policies and guidelines.
4.    Assist food security and Livelihoods initiatives to mobilize and facilitate participatory processes at the household and community level according to project design, strategy and work plans
5.    Maintain regular coordination with the WFPs cooperating partners and local government counterparts and provide project management support to on-going livelihood programmes to ensure that the various activities are performed within the established targets and objectives following WFPs policies and procedures.
6.    Participate in need assessment missions with other stakeholders in the area, representing WFP at regional level in terms of preparation, training, analysis and reporting of findings and recommendations, which includes but not limited to, identification of need/gaps and their root causes, recommendation of good practices (strategically optimal solution) to improve the situation as and when required.
7.    Communicate regularly with Country Office colleagues to highlight challenges and best practices, update on project progress and ensure that regional perspectives and specificities feed into planning at the national level.
 

8.    Provide regular and necessary updates on monitoring and project quality issues and share findings on livelihood related projects with Head of Field-office or her/his designate and Country Office Livelihood Focal Point.
9.    Provide technical feedback to cooperating partners on on-going and planned livelihood and resilience projects and ensure continuous and targeted capacity building of cooperating partners.
10.    Ensure regular quality checks of the projects through frequent field visits to the targeted areas in order to meet with communities and to be able to provide recommendations to the cooperating partner on identified gaps and challenges.

11.    Provide feedback to partners on project reports and ensure timely submission and processing of reports, Monitoring and Evaluation (M&E) reports and financial reports from the cooperating partners.
12.    Support the unit in preparation of operational plans, annual performance plans and specific Memorandum of Understanding (MOUs) and Standard Operating Procedures (SOPs) for livelihood programmes. 
13.    Regularly attend the food security, livelihoods and core cluster working groups and meetings at the area level, provide technical inputs and contribute to effective coordination of Livelihood activities between WFP, other UN agencies, and NGOs.
14.    Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions at the local level to ensure efficient implementation of livelihood projects.
15.    Support in the selection of beneficiaries, validation process, and monitoring of assistance provided to beneficiaries through the utilization of Monitoring and Evaluation (M&E) tools at the area level.
16.    Perform other related duties as required and deemed necessary by the supervisor. 

STANDARD MINIMUM QUALIFICATIONS

Education: Secondary School Education. University degree in the fields of social sciences, development studies, economics, agri-business, or any other related field is considered an asset.
Experience: Five years of experience with progressive responsibility in coordination or implementation role including at least one year in the field of humanitarian and development work or related field.
Language: Fluent in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Good understanding of resilience and livelihood concepts and issues.
  • Practical experience with livelihood and agriculture development programmes.
  • Experience working with different stakeholders such as municipalities, NGOs, communities, donors
  • Demonstrated written and verbal communication skills, ability to plan and organize work under tight deadlines, ability to work independently and efficiently.
  • Strong relationship-building skills
  • Experience in drafting progress reports and utilizing spreadsheets.
  • Knowledge of WFP and the wider UN system.
