General Minimum Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in human resources management and general police management

Experience:

Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven working experience in the field of police training with knowledge in at least two of the following areas: management and leadership development, criminology, forensics, leading police operations
  • Evidence of training supervision, both as a trainer and as a manager of trainers
  • Sound knowledge of train-the-trainer concepts, training needs analysis and teaching methods
  • Proven experience in development, implementation and management of police training courses for capacity building purposes and evaluation of their effectiveness
  • Ability to provide high quality technical advice in the development and implementation of programmes, methodologies and policies with a view to improving the practical implementation of police training courses
  • Ability to design, co-ordinate and implement training strategies, training plans and support for police and other law enforcement agencies
  • Knowledge and understanding of security sector reviews, training needs assessments and their impacts
  • Ability to establish priorities and to plan, organize, co-ordinate and monitor own work plan; and provide advice and guidance to others
  • Proven experience in project management (planning, designing, budgeting, management, evaluation)
  • Flexibility and ability to work under pressure and within limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivit
  • Analyzing, drafting, reporting and presentation skills
  • Ability to operate Windows applications, including word processing and email

Desirable:

  • Previous liaison experience with non-law enforcement organizations (e.g. local and/or central governmental agencies, social service bodies, non-governmental organizations)
  • Knowledge of regional political history and developments
  • Practical experience and/or working knowledge of the OSCE, UN, NATO and EU, authority mechanisms and local authorities

Tasks and Responsibilities

The OSCE Mission in Kosovo works to improve the protection of human and community rights, good governance and public safety standards in Kosovo. The Mission, established in 1999, is the second largest OSCE field operation.

The Department for Security and Public Safety is one of three programmatic departments in the Mission and supports the Ministry of Internal Affairs and law enforcement agencies in the area of capacity building to counter organized crime, terrorism, violent extremism, cybercrime and narcotics, trafficking in human beings and corruption; as well as capacity building in the area of forensic and female police and community safety.

The Community Safety Development Section is one of three Sections in the Department.  The Chief of Section, apart from regular duties, also acts as the Deputy Director for the Department with responsibility for the overall implementation of the Departments programmatic activities and project co-ordination. This is a middle management role which assists the Director in fulfilling the Missions work in fostering dialogue between communities and police and addressing local safety and security issues. 

Under the direct supervision of the Director of the Department for Security and Public Safety, the incumbent will perform the following duties:

As Deputy Director:

  1. Acting as Director and representing the Department in the absence of the Director;
  2. Being responsible for and ensuring the efficient operational implementation of the Departments projects overall;
  3. Co-ordinating and communicating overall on the implementation of all projects within the Department;
  4. Co-ordinating and communicating overall on the progress of the Departments projects to other departments and units in the Mission;
  5. Interacting with international and local counterparts regarding operational implementation of all projects within the Department.

As Chief of Section:

  1. Managing all staff within the Section;
  2. Supporting the development and implementation of community policing policies in co-operation with relevant local and international stakeholders;
  3. Working together with senior-level leadership of the Kosovo Police and the Ministry of Internal Affairs to promote community safety and community policing;
  4. Representing the Department in various inter-institutional steering and working groups and other fora to ensure co-operation, communication and best practice on community safety initiatives throughout Kosovo;
  5. Acting as the focal point in the Department on community safety sector development issues in relation to other Mission departments, neighbouring field missions and OSCE Headquarters in Vienna;
  6. Assisting in the co-ordination of donor efforts with regards to the community safety sector;
  7. Performing other management duties as assigned by the Director.
