Consortium Director - Chad

About the role: This is a 24-36 month, new role with unaccompanied terms based in N’Djamena with frequent travels to the area of operations (40%) of DIZA programme (Sila, Salamat and Ouadai Regions), with a salary of Grade 6 €**48,070 - €53,411**.

Your purpose: In the framework of the DIZA programme Programme de Développement Inclusif des Zones d'Accueil au Tchad”,** Concern Worldwide is the Lead Agency of a Consortium of 6 NGOs (3 INGOs, 3 LNGOs) implementing a programme whose overall objective is to improve the living conditions and the resilience of the local population, including refugees and returnees to the areas in Eastern Chad (Ouaddai, Sila, Salamat).

This position demands a dynamic individual with demonstrable ability to achieve results in a demanding and fast-paced environment. The Consortium Director will lead and manage the Consortium Coordination Unit and will be responsible and accountable for the overall management and oversight of the programme including: overseeing the grant management and implementation, risk management and financial accountability, donor reporting and liaison, external representation, relationship management with consortium members and government counterparts and ensuring compliance with Concern’s and donors’ policies and procedures. S/he will be also responsible to coordinate with the other consortium funded within DIZA programme (DIZA SUD and UNHCR) as well as other programme currently on-going in the same area of interventions (PARCA).

He/She will report to the Country Director and will directly line manage a Consortium Finance Manager and a MEAL coordinator dedicated to the DIZA programme. You will work closely with Concern’s Programme Director, Systems Director, Area Coordinator (Goz Beida), Programme Manager DIZA East, Country Financial Manager (CFM) as well as Regional Desk and relevant SAL advisors/departments at HQ level.

You will be responsible for:

Strategic Management:**

  • Provide overall leadership on planning, designing and implementation of programme activities in

    line with Consortium and donor strategic priorities and programme design/objectives.

  • Provide strategic and operational leadership for the programme and lead on annual work planning,

    programme implementation and timely donor reporting.

  • Provide managerial and technical support throughout the implementation of the programme,

    including management of the sub-grants.

  • Ensure, in coordination with the MEAL coordinator and the Finance Manager, that efficient systems are in place to support all aspects of the programme, including sub-grant management, M&E systems, and technical assistance provision, in compliance with organisational procedures.

  • Reporting to the Concern Country Director, work closely with Concern Chad team members and relevant staff in Concern’s Head Offices, maintaining regular and transparent communication and

    high quality reporting on the programme.

    Consortium Management and Coordination:

  • Develop and maintain strong working relationships with other consortium members (FLM, ATURAD, ACRA, AJRPS, APLFT), maintaining regular communication, negotiating scopes of work, monitoring adherence to programme work plans, agreeing any revisions to programme work, and addressing issues that may arise.

  • Manage effectively the coordination between DIZA Est and DIZA Sud Consortium as well as with other stakeholders working in the same sector/programme (UNHCR/PARCA) and local authorities at government and local level.

  • Provide leadership and communication with donors (EU Delegation/AFD) and serve as key liaison to

    implementing agencies under this funding opportunity, as well as with other key stakeholders.

  • Representing the consortium during public events/activities and appropriate coordination fora and report back to the relevant consortium groups on key decisions and outcomes.

  • Communicate regularly with the Country Directors of Consortium members on the Consortium activities.

  • Facilitate regular Consortium Committees meetings (Comité d’orientation stratégique, Comité de direction, Comité de pilotage) to discuss about the programme, ensure a joint planning and monitoring programme outcomes.

  • Draft and share joint planning documents and actions points/recommendations following the discussion with other consortium members.

  • Support the development of a coherent consortium strategy with all partners and promote approaches and methodologies harmonisation for consortium member, by facilitating learning/sharing opportunities within the consortium.

  • Coordinate the development of tools/templates linked to the programme (baselines, evaluation TORs, reporting etc).

Grant Management

  • Ensure contractual obligations are achieved in terms of planned outcomes.

  • Ensure compliance with donors’ guidelines and procedures by all the consortium members.

  • Consolidate narrative reports from consortium members into a single narrative report and manage the submission of donors report and documentation aimed at government/local stakeholders as well as internal reporting, in line with shared templates and procedures.

  • Prepare and submit documentation for programme amendment and budget amendment. Ensure every amendment is timely submitted in collaboration with consortium members.

  • Oversee and monitor DIZA Est programme risk (including financial, logistical and other support

    systems, security and safeguarding) and flag issues in a timely manner to the Concern Country

    Director, Programmes Director and the Programme Advisory Committee.

  • Ensure compliance with organisational and donor rules and regulations particularly with respect to

    financial and contract management.


  • Be responsible for coordinating and documenting accountability activities of Consortium members and tracking progress against the consortium accountability framework.

  • Ensure the programme is in line with Core Humanitarian Standards (CHS) by ensuring communication, information sharing within the programme and promoting participation of staff, beneficiaries and other stakeholders to all the steps of the programme cycle.

    Human Resources, Training and Capacity Building:

  • Manage staff under direct line management within the Consortium Coordination Unit in order to create a conducive environment for the effective implementation of the programme activities.

  • Ensure Human Resources policy and Concern’s procedures (Security, Finance, Log,) are followed with particular focus in relation to Concern’s Code of Conduct and Associated Policies.

  • Contribute to the overall design of a plan for reinforcing the capacity of the Concern’s Chad staff engaged on DIZA as well as the other consortium members’ staff.

    Finance, Procurement and Donor Compliance:

  • Ensure, in collaboration with the Admin and Finance Coordinator, the overall financial oversight of the consortium budget and expenditure.

  • Ensure efficient and timely procurement of goods & services is carried out according to the workplan and in compliance with donor’s guidelines.

  • Ensure compliance with organisational and donor rules and regulations, and partner agreements

    by Consortium members, particularly with respect to financial and contract management.

  • Collaborate with Finance and Systems teams in internal and external audits of the Consortium

    Programme, and ensure implementation of recommendations from due diligence assessments and

    continuous monitoring to ensure controls and risk mitigation measures are in place.

    Knowledge Management, Advocacy, and Communications:

  • Lead in the development and dissemination of position papers, statements, learning briefs on the

    DIZA programme and documentation of lessons learned, sharing of programme knowledge and

    experience to inform national programming and policy discussions. This will help achieve a key aim

    of DIZA to generate learning and examples of approaches that can be replicated and taken to


  • Ensure the timely development and operationalisation of advocacy, communication and visibility

    strategy of the programme.

  • Coordinate the set-up of a knowledge management system in collaboration with consortium partners and the Consortium M&E coordinator

Your skills and experience will include:


  • Appropriate qualification at Master’s degree level, in a relevant discipline.

  • Proven experience (at least 10 years) in senior programme management and leadership, working

  • with national governments, I/NGO and other civil society groups.

  • Proven experience working in large scale NGO programmes including thematic sectors such as

  • Resilience, Livelihoods, DRR.

  • Experience of managing large grants from major international donors, particularly EU.

  • Excellent written and spoken French languages skills.

  • Strong analytical, interpersonal, communication and organisation skills.

  • Strong coordination and management skills, specifically ability to manage internal staff teams, and

    to effectively coordinate, influence and negotiate across consortium members and external stakeholders.

  • Ability to build and maintain effective relationships with senior representatives of donor, INGO and

    Government structures and to represent at national or international level forums.

  • Proven experience with practical and impactful gender equality and women’s empowerment

    approaches to development and humanitarian action.

  • Thorough understanding of safeguarding and protection issues.

  • Strong financial management and donor compliance skills.

  • Experience in the design and use of monitoring and evaluation systems.

  • Experience of working in or managing a consortium model of working.

  • Knowledge of the key tools used by donor agencies, such as logical frameworks, results chains,

  • theory of change, results-based management and financial administration systems


  • Previous experience of working in English.

  • Previous experience of working in Chad.
