Finance Assistant

Luanda (Angola)

Background

Under the overall guidance of the Finance Specialist, the Finance Assistant supports the provision of financial services ensuring high quality, accuracy and consistency of work. The finance intern promotes a client-oriented approach consistent with UNDP rules and regulations.
 
The Finance Assistant works in close collaboration with the operations and programme staff in the country office and with UNDP HQs staff to exchange information and ensure consistent service delivery.
 

Duties and Responsibilities

Under the direct supervision of Finance Specialist, the National UN Youth Volunteer will:
 
Ensures efficient finance support, focusing on achievement of the following results:
  • Provide accounting, finance and administrative support.
  • Full Compliance of financial processes and financial records with UN/UNDP rules regulations, policies and strategies.
  • Assistance in proper control of the supporting documents for payments and financial reports for NEX projects; payments and execution.
  • Processing of financial documentation (vouchers, supporting documents, telephone invoices, etc.) and maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, monthly payment orders (MPOs) and other entitlements are duly processed.
  • Provision of information for reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems.
  • Follow-up with other United Nations agencies for information relating to payments.
  • Extracting, inputting, copying and filing data from various sources.
  • Maintenance of the proper filing system for financial records and moments.
  • Participation in the training for the operations/projects staff on Finance.
  • Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.   
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Outputs:
  • The key results have an impact on the efficiency of the unit. Accurate analysis and presentation of information, thoroughly researched and fully documented work strengthens the capacity of the office and facilitates subsequent action by the supervisor. Incumbent’s own initiative is decisive in results of work and timely finalization.
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
Conditions of Service for National UN Youth Volunteers
The duration of your assignment is indicated above with the possibility of extension subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
 
Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included) and final repatriation (if applicable).
 
Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided.

Required Skills and Experience

Education: 
  • Bachelor’s level or equivalent) in Business or Public Administration, economics, accounting, finance management or related social sciences
Experience:
  • Demonstrated interest and/or experience (6 months up to 1 year) in finance, accounting, administration or related area
  • Motivated to contribute towards peace and development and to serve others;
  • Good interpersonal, networking and communication skills;
  • Willingness to contribute and work as part of a team;
  • Flexible and open to learning and new experiences;
  • Respect for diversity and adaptability to other cultures, environments and living conditions;
  • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others).
Language skills
  • Working knowledge of spoken and written English is required.
  • Fluency in Portuguese is required.
