Job Description

1)In liaison with Program Managers, review M&E plans for various projects and other monitoring, evaluation, research and learning tools for consistency with M&E needs;

2)Review logical frameworks, indicator matrices, Performance Measurement Frameworks (PMF) and develop data collecting schedules for projects;

3)Observing the M&E Standard Operating Procedures (SOPs), and using appropriate M&E tools, travel to project sites and support M&E teams, collect data and capture it in appropriate databases;

4)Program data collection forms in Kobo, help maintain data management systems, develop data analysis templates.

5)Manage data verification and analysis and process evaluations to ensure that learning is a central element of the project; update, maintain and manage databases for projects

6)Participate in the development of survey protocols for baseline, midterm and end-line surveys, research and evaluations of projects;

7)As part of the accountability work, conduct interviews with beneficiaries and were necessary activate an escalation system so that corrective actions that can be taken immediately in the field are acted upon without delay, and those that need to be escalated to Country level are done so in an efficient manner;

8)Support the Feedback and Accountability Officer to implement the work plan and enhance systems;

9)Document best practices and lessons learned and share with program managers and relevant stakeholders to maximize impact of the projects; foster a productive relationship and lesson-learned sharing culture among field office staff and within the M&E Unit;

10)Prepare M&E reports according to project demands

Management and Administration:

M

1)Uphold mission, values, and spirit of IRC; follow and enforce all IRC codes of conduct and policies (worldwide and in-country); report any violations to appropriate IRC authority, and participate in preventative initiatives

2)Ensure non-partisan, culturally and socially appropriate survey and research methods

3)Harmonize M&E processes and procedures across projects by utilizing the M&E Standard Operating Procedures (SOPs)

4)Identify and document M&E donor requirements to ensure compliance

5)Conduct capacity building training and/or coaching for M&E field staff especially in data collection, conducting interviews and data capturing

6)Perform other duties as requested by the supervisor.


Qualifications

·A bachelor’s degree in statistics, IT, business, social sciences, or other relevant field – master’s degree preferred.

·At least 5 years M&E experience

·Experience working with international agency or organization

·Familiarity with research methodologies, tools and analysis for qualitative and quantitative studies

·Proficiency in Excel and STATA, R or other statistical analysis software.

·Experience programming forms in Kobo or other mobile data collection platforms.

·Knowledge or GIS an added advantage

·Practical knowledge of participatory community development principles and practices, including participatory planning, monitoring and evaluation

·Good interpersonal and communication skills;

·Fluency in oral and written English

·Fluency in Dari and or Pashto
