Org. Setting and Reporting

This position is located at the United Nations Economic Commission for Africa, Security and Safety Service (SSS-ECA), Office of the Executive Secretary.

Under the overall command of the Chief of Service, the Security Officer is required to perform security functions and reports directly to the Security Sergeant or supervising officer in the assigned working area.

Responsibilities

Within delegated authority, the Security Officer may be responsible for the following duties:

•Screens all personnel, packages and vehicles entering the UN complex to ensure authorized access.
•Operate SSS ECA physical/electronic security systems and communications systems.
•Implement the proper application of SSS policies, Standard Operational Procedures, post-orders and daily orders.
•Provide effective emergency response capability; be alert and respond to any potential or actual breaches of security, unsafe conditions, unusual activity and report these immediately.
•Maintains logs and rosters and initiates chronological logs of events during emergency situations.
•Prepares daily and weekly work schedules and various periodic reports.
•Provides information and directions to all persons associated with the organization.
•Controls pedestrian and vehicular traffic; enforce ECA parking policy.
•Provide security coverage for UN conferences and special events.
•Ensures that all UN property being carried from the complex is checked for appropriate documentation.
•Maintain a high level of physical fitness.
•Performs other related duties as required.

Education

High school diploma or equivalent is required. Must have passed the United Nations Security Officer Test (SOT). A diploma in Police/Military, Law, Business Administration, Social/Political Science, Computer Science or related field is desirable.

Work Experience

A minimum of four years of experience in civilian police force, military police, or other relevant security operations is required. Experience of working in different security sectors and/or a client focused organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise, a competency-based interview, and physical fitness test.

This temporary post is available for an initial period of 364 days with a possibility of extension subject to the availability of the project funds.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Internal and external candidates with the required qualifications must pass the written entrance test for United Nations Security and Safety staff. An invitation to participate in the test will be sent by e-mail to candidates with the required qualifications. External candidates will be responsible for any travel expenses incurred in order to take Security Officer Test (SOT) and a physical fitness test and, in the event of an employment offer, any cost related to travel and relocation to the duty station on appointment and separation. The candidate will also be responsible to obtain any visas and work permits in order to take up the appointment. If selected, external candidates will be recruited on a local basis and would not be entitled to international benefits.

The incumbent is required to work irregular shift hours on 24/7 basis. May be required to work extended duty shifts on short notice based on the exigencies of the service.

Physical condition: Must be in excellent physical and mental shape. The selected candidate is subject to satisfactory medical clearance that may include a psychological test.

United Nations Considerations

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
