Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

One of the key areas of UN Women work in Ukraine is Women, Peace and Security (WPS). In partnership with the Office of the Deputy Prime Minister on European and Euro-Atlantic Integration, the Ministry of Interior and the other security sector institutions, UN Women provides support to the government with the gender mainstreaming in the law enforcement reform, as well as the national security sector institutions, including the Ministry of Interior, in implementation of the UN Security Council’s Women, Peace and Security (WPS) agenda. UN Women supports the state institutions with the implementation of the National Action Plan for Implementation of UNSCR 1325 on Women, Peace and Security for 2016-2020 (NAP 1325), which represents the vision of the government for the gender-specific response to the conflict and its consequences. The NAP includes several areas of responsibility of the state institutions on integration of the gender perspectives in security sector reform and achieving WPS-specific objectives including: coordination of the activities of the actors involved in the implementation of the Security Council resolution 1325; formation of a culture of peace and intolerance of violence; assessment of the impact and effectiveness of the implementation of the NAP 1325.

To ensure comprehensive gender mainstreaming, as well as to institutionalize the implementation of the Women, Peace and Security agenda in the law enforcement reform, the Ministry of Interior has adopted the Plan on Actions for the Implementation of the UNSCR1325 for 2017-2020 with respective monitoring and evaluation framework.

UN Women works closely with the MOI to ensure that the law enforcement reform is compliant with international standards on gender equality and is informed by the results of the models locally piloted by the project in Donetsk and Luhansk oblasts. Therefore, UN Women seeks to hire a National Gender Equality Specialist to support the Ministry of Interior to further integrate and implement the NAP 1325, in order to enhance capacity to analyze, formulate and execute gender-responsive law enforcement reform. The Gender Equality Specialist will provide a direct technical and capacity development support to the Gender Advisor of the patronage service of the Minister of Interior. S/he will work in close collaboration with the office of the Deputy Minister of Interior and will contribute to the efforts of the Ministry of Interior on strengthening its institutional mechanism on gender equality.

Duties and Responsibilities

Under the overall guidance of the UN Women Representative in Ukraine, in close collaboration with the UN Women Project Coordinator, and direct supervision of the Gender Advisor of the patronage service of the Minister of Interior, the Gender Equality Specialist will provide a day-to-day support to the Gender Advisor of the patronage service of the Minister of Interior. The assignment will include but will not be limited to the following tasks:

Task 1: Contribute to strengthened coordination on gender equality among the law enforcement bodies and the partners:

  1. Conduct a mapping of the gender equality initiatives under the law enforcement reform (including by partner, geographical areas, focus, scope and duration);
  2. Facilitate organization of the regular coordination meetings on gender equality, both internal and external;
  3. Provide regular updates on the new initiatives and projects on gender equality and law enforcement reform to the management of the Ministry of Interior;
  4. Contribute to coordination and facilitate organization of conferences, operational updates, periodic and post operation reviews about issues related to gender perspectives for the Ministry of Interior. Prepare minutes of the meetings and events reports.

Task 2: Contribute to enhanced capacity of the Ministry of Interior to analyze, formulate and execute gender-responsive law enforcement reform:

  1. Provide day-to-day technical and coordination support to the Gender Advisor of the patronage service of the Minister of Interior;
  2. Under direct supervision of the Gender Advisor of the patronage service of the Minister of Interior, develop a results-based work plan for the provision of advisory services, including tasks, indicators for measuring progress, and a timeline of deliverables;
  3. Direct support to the management of the Ministry on the process of consistent and clearly directed conceptual, legal, organizational, technological and other systemic transformations, to achieve positive results of the implementation of the principle of equal rights and opportunities for women and men;
  4. Assess the Ministry needs for strengthening and developing the institutional mechanism and capacity related to its respective responsibilities for implementing The National Action Plan for the Implementation of UNSCR 1325 for 2016-2020[1] (NAP 1325) and the National Action Plan for the Implementation of the CEDAW Concluding Observations (NAP CEDAW);
  5. Assist the management in identifying priorities on transformation of institutions, processes, tools and leverage for further incorporation of gender aspects into the work of the Ministry;
  6. Organize trainings, learning sessions for the management and personnel of the respective departments to increase awareness on design, implementation and monitoring on gender equality policy, gender mainstreaming, gender statistics, gender budgeting and gender awareness;
  7. Respond to internal and external requests for information;
  8. Write brief Monthly Progress Report and additional reports on progress of gender mainstreaming in the law enforcement reform.

*All reports should be results-based, be submitted in English language and include a full set of supporting documents, such as training agendas and methodologies, handouts, lists of participants, etc. The supporting documents can be submitted in Ukrainian.

Inputs

  • UN Women and the Ministry of Interior of Ukraine will provide the Gender Equality Specialist with background materials related to the assignment.
  • The Ministry of Interior will provide the Gender Equality Specialist with the space and access to the internal institutional documents.
  • The Gender Equality Specialist is expected to work using her/his own computer.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a month by month basis to the consultant.

Financial arrangements:  

  • Payment will be disbursed on monthly basis upon receipt of the deliverables (as per above matrix) and their certification by the Ministry of Interior and UN Women Project Coordinator that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • Advanced (Masters) degree in social sciences, law, public policy/administration, economics, development studies, gender studies or similar.

Experience:

  • Minimum 3 years of relevant experience in the field of gender equality and policy making, capacity building and providing technical support on gender equality and women’s rights issues to the government, parliament, civil society, and/or international organizations;
  • Proven experience of drafting policy and briefing documents on gender equality and women’s empowerment and women, peace and security issues, as well as provision of capacity building for government officials;
  • Proven knowledge of human rights, gender equality and women’s empowerment frameworks and women, peace and security frameworks;
  • Understanding of national legislation, policy frameworks and governance systems, including law enforcement reform;
  • Proven experience with organizing and participating in high-level dialogues, consultations and workshops; coordination and organization of multiple stakeholders’ activities and liaison with governmental and non-governmental stakeholders;
  • Previous professional experience with the United Nations would be considered an asset.

Languages and other skills: 

  • Proficient Ukrainian; working knowledge of English, Russian would be an asset Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 50 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30
  • (S - score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
