Country Director Palestine re-advertisement

DanChurchAid (DCA) and Norwegian Church Aid (NCA) are working together to make positive change in Palestine, through the implementation of a Joint Country Programme.

Our vision: Palestinians enjoy equality, self-determination, democracy, as well as access to justice in accordance with IHL and IHRL.

DCA and NCA Palestine Country Programme comprises a diverse portfolio of activities including active citizenship, economic empowerment, humanitarian response, capacity building and international advocacy. The position entails the overall responsibility to lead and manage the joint programme, including 15 staff, a turnover of activities of 5 million USD implemented by a portfolio of 20 partners.

We expect you to:

  • Provide strategic leadership of the DCA- NCA joint country programme in Palestine and to further develop the programme in line with DCA and NCA’s strategies and priorities by working together with partners, build capacity and continually support staff’s development.

  • Be responsible for the strategic guidance of the office and country programme, which includes an oversight of all financial and administrative matters as well as of the staff.

  • Represent DCA and NCA and proactively build and strengthen relationships in Palestine towards embassies, donors, partners, authorities and other stakeholders.

  • Meet DCA-NCA organisational performance benchmarks and related deadlines.

  • Engage in proactive communication and media work with constituencies in Denmark and Norway.

  • Communicate with DCA and NCA headquarters on relevant policies and strategies.

  • Liaise with institutions, forums, donors, UN Clusters, constituencies in Denmark/Norway and DCA/NCA resource persons.

  • Identify new donors, maintain existing donor relationships and ensure financial compliance with donor requirements.

  • Lead, develop and motivate the joint DCA-NCA team to maximum performance with joint identity and culture.

  • Overall responsible for risk and security management

We are looking for:

  • Demonstrated strategic leadership experience in development and humanitarian programming in complex working environment.

  • 5-7 years leadership & management experience in complex and dynamic environments and an ability to lead a diverse team of 15 staff.

  • A good combination of stamina, charisma and constructive critical attitude.

  • Knowledge and experience with Israel-Palestinian political, cultural, and economic spheres.

  • Analytical and strategic thinking, with a commitment to a long-term development process.

  • Experience with a gender equity and rights-based approach.

  • Understanding of International Humanitarian Law and its application.

  • Experience working with faith-based organisations and religious actors.

  • Strong negotiation skills, diplomatic tact and ability to nurture relations.

  • Ability to identify with and practice management values: respectful, participatory, strategic and vision driven, efficient and accountable.

  • Master's degree in social science or another related field, work experience within development or humanitarian response.

  • Proven experience with project cycle management and implementing donor guidelines.

  • Openness for innovation and creativity.

  • Good communication skills, fluency in English – oral as well as written.

  • Detailed knowledge and understanding of the Danish and Norwegian contexts and policies about Israel/ Palestine.

  • Working knowledge of Danish and/ or Norwegian languages.

  • Knowledge of Arabic an advantage.
