Job Description

BACKGROUND: The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations 2018 Humanitarian Needs Overview, 1.1 million people require lifesaving humanitarian assistance and protection, including an estimated 170,000 internally displaced persons (IDPs), 401,000 migrants, refugees and asylum seekers, and 376,000 vulnerable host community. In September 2016, the IRC launched an emergency program in Misrata, Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). Since then, the IRC has expanded its programming to also include the provision of GBV prevention and response services and protection monitoring. The IRC’s programming has also been further expanded to Sirte and Tripoli. The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.

The Data Specialist will report to the M&E Manager and manage all assist with the implementation of the field office’s M&E plan, including monitoring and capacity building of staff. The ideal candidate will have demonstrated experience in monitoring and evaluation and data collection preferably with expertise in women’s rights, gender-based violence, general protection and/or health programming.

JOB OVERVIEW/SUMMARY: This a national position managing data from all IRC field offices and program areas to enable consolidation and measurement of the Country program performance. S/he will be part of the national program structure, managing data providing oversight of M&E activities for all activities based out of the Tripoli office. The M&E officer will participate in a wide range of data collection activities at the field level, aimed at tracking the progress and performance of all health and protection interventions (e.g. spot checks, focus group discussions, post-distribution monitoring surveys). S/he is responsible for the overall data collection, monitoring and evaluation of program activities and analysis of reported data to inform programming.

RESPONSIBILITIES:

·Take the lead role in mapping of program activities and reporting of geographical coverage and

Program reach while avoiding potential double counting.

·Develop and put in place data quality assurance protocols for verification of project performance data.

·Collate and validate program reports and data from sector MIS teams for updating PMPs.

·Develop or revise data collection tools for assessments, programme evaluations and Monitoring Surveys;

·Consolidation of Project Performance Monitoring Plans (PMPs) into a Country wide Performance Measurement Plan.

·Analysis and tabulation of outcome data for Donor reporting and internal decision making processes.

·Provide regular updates and analysis of data to the program coordinators and managers to assess progress and suggest adaptations of the program

·Conduct regular visits to project implementation sites to support and build the capacity of IRC teams in use of M&E tools and ICT tools for monitoring (e.g. tablets) to collect data and analyze findings

Qualifications

JOB REQUIREMENTS:

§Bachelor of Arts or Science in Social Science, Economics, Statistics, Computer Science, or related field

§2 – 3 years of experience developing and maintaining M&E systems and tools

§Demonstrated experience and capacity in conducting field-level data collection and some experience in data analysis

§Previous experience in drafting reports

§Strong computer literacy, including proficiency in Microsoft Office 2007 and Microsoft Access.

§Demonstrated experience working with ICT tools to collect and analyze data

§Previous experience in mentoring and coaching team members

§Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail

§Excellent interpersonal and problem-solving skills, creativity and flexibility

§INGO experience preferred

§Clear understanding of gender inequality, and issues surrounding violence against women and girls

§Experience of working with ODK/Kobo Toolkit, RapidSMS, GIS, etc preferred

§Fluency in English and Arabic required
