Human Resources Officer (Emergency), (P2), Temporary Appointement (6 months), Ouagadougou, Burkina Faso

Under the supervision of the HR Specialist, in support of the emergency programme and staff mobilisation plan in Burkina Faso, the Human Resources Officer will assist in the recruitment and immediate deployment of all human resources needs of Country Office, providing support to the CO to sustain rapid recruitment, deployment, and orientation of high calibre of staff and employee performance for the effective implementation of the emergency programmes.

UNICEF Burkina Faso has embarked in a level 2 emergency humanitarian response, to address the impact of attacks in the Country, mainly in the Central, Northern and Eastern regions, and has also developed a new country programme (2019-2021), resulting in the establishment of many new positions, for which the recruitment should start as soon as possible, and this is in addition to the regular recruitment activity of the country office.

It is in this context that the CO is seeking for additional support to its HR team

How can you make a difference?

Under the supervision of the HR Specialist, in support of the emergency programme and staff mobilisation plan in Burkina Faso, the Human Resources Officer will assist in the recruitment and immediate deployment of all human resources needs of Country Office, providing support to the CO to sustain rapid recruitment, deployment, and orientation of high calibre of staff and employee performance for the effective implementation of the emergency programmes.

Key deliverables for the TA assignment

The incumbent of this TA assignment will support the Burkina Faso CO HR team in the below listed key tasks:

  1. Contribute to speedy advertisement of the new positions and / or review of functional talent groups
  2. Support Hiring Managers in the shortlisting of candidates, using the new Talent Management System
  3. Manage the selection processes: administration of written tests, design of Competency-Based Interviewing (CBI) or Contextual Blended Interviewing (CBI) questions, representation of HR in selection processes and timely interview reports
  4. Prepare the minutes of selection panels and other documentation required for submission to the regional office; DHR and to the GSSC (if applicable)
  5. Ensure proper documentation as well as electronic and physical filling of all the above
  6. Support successful candidates in the initial on-boarding steps
  7. Coordinate the onboarding and induction of new staff and contribute to the development of orientation material
  8. Provide HR support in the recruitment of individual consultants and contractors
  9. Assist the local HR team with audit preparations
  10. Act as the HR liaison for staff based on the field; monitor all staff issues and entitlements.
  11. Update the Surge Tracking Sheet (STS).
  12. Produce weekly recruitment data report.
  13. Track and coordinate SECTO movements.

To qualify as an advocate for every child you will have…

  • University degree (minimum of Bachelors degree) in business administration, Management International relations, social sciences, psychology or any other relevant disciplines. Additional professional training in Human Resources Management is highly desirable. 

  • At least two (2) years of relevant professional work experience, proven track records in HR management, with a special emphasis on recruitment and orientation
  • Prior experience with UN agencies / international organizations highly desirable
  • Familiarity with Competency-Based Interviewing (CBI) and Contextual Blended Interviewing (CBI) techniques is an asset
