Background

All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Five focus areas of interventions include ending violence against women; economic empowerment; leadership and participation; peace and security; and national planning and budgeting.

UN Women’s Multi Country Office, based in New Delhi, India, covers four countries of the region, i.e., Bhutan, India, Maldives, and Sri Lanka.

UN Women works on several fronts towards ending violence against women and girls. This includes tackling its main root cause: gender inequality. Interventions focus both on prevention as well as response mechanisms.  Efforts are multiplied through advocacy campaigns and partnerships with governments, civil society, private sector and sister UN agencies. Initiatives range from working to establish legal frameworks and specific national actions, to supporting prevention at the grassroots level, including in conflict and post-conflict situations and building capacities of relevant stakeholders. UN Women supports data collection on violence against women and facilitating new learning on the issue.

UN Women India MCO is implementing a three-year project titled “Prevention of Violence against Women and Girls Programme ‘’ from 2017-2019 in select Tea Estates in India that aims to ensure that women and girls are socially, economically and politically empowered. The objective of the project is to develop and implement an evidence based and human rights-based violence prevention programme aimed at women outgrowers and plantation workers. Towards the realization of this objective, UN Women will work with multi sectoral actors, including government authorities, other UN agencies, women’s organizations, suppliers and other partners. This project will support two of UN Women’s Flagship initiatives: Prevention and Access to Essential Services to End Violence against Women and Girls and the Safe Cities and Safe Public Spaces Flagship Initiative.

In this context, UN Women seeks to hire a consultant to carry out awareness trainings on The Sexual Harassment of Women at the Workplace (Prevention, Prohibition and Redressal) Act 2013. Under the guidance and supervision of the EVAW Programme Specialist, UN WOMEN, the Consultant will undertake the following key tasks and other responsibilities as may be assigned.

Duties and Responsibilities

  • Develop session plans and corresponding tools to carry out the trainings for the executives of select tea producers of Assam.
  • Carry out policy analysis and training sessions on sexual harassment of women at the workplace law for 10 tea producer partners of UN Women.
  • Develop a redressal mechanism for current tea producer partner, for sexual harassment and other forms of gender-based violence in the work setting that can be accessed by all staff and workers. Develop a set of indicators to assess the implementation of the mechanism, identify opportunities to improvise/ areas for improvement and document technical/operational challenges.
  • Assessment of the participants indicating their understanding pre- and post-training using questionnaires developed in consultation with UN Women.
  • Documenting the training workshop and prepare a detailed report of each training including the list of participants.

Expected Deliverables:

Deliverable 1: A Sessions plan for the workshop on Sexual Harassment of Women at workplace Act, 2013 customized to each training for the 10 different tea producer companies.

Deliverable 2: Execution of the two-days training on the Sexual Harassment of Women at workplace Act in select locations in Assam.

  • Conduct 1 training workshop each for 10 new tea producer companies for 2 days’ duration in select locations in India, identified by UN Women. Each of the training sessions will have 25-30 participants.
  • Conduct 1 refresher training workshop for new set of executives of the current tea producer partner of UN Women for 1-day’s duration for 20 participants.

Deliverable 3: Reports of each workshop including agenda, list of participants and assessment of the pre-test and post-test questionnaires reflecting changes in awareness of the participants.

Deliverable 4: A prototype of a redressal mechanism for current tea producer partner for sexual harassment and other forms of gender-based violence in work and other settings drafted. Reports of assessment of the implementation of the redressal mechanism after 3 months and 6 months of its establishment.

Deliverable 5: Report of the policy analysis and corresponding recommendations of the sexual harassment policy of 10 tea producer partners. Presentation of the policy analysis and recommendations to the tea producer senior management.

Required Skills and Experience

?Education :

  • Minimum Bachelor of Laws (B.A. LLB) degree required. Master of Laws (LLM) degree is desirable.

Experience:

  • Minimum 7 years of professional experience as a practising lawyer.
  • Previous demonstrable experience in training on women related laws.  
  • Experience of working on gender related issues desirable.
  • Experience of working in the development sector desirable.

Language:

  • Proficiency in Eglish and Hindi.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum 7 years of professional experience as a Lawyer (5 points);
  • Prior experience of work on gender issues(5 points);
  • Working knowledge of English & Hindi (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview –  100 points
