Consultancy - Integrated Information Management System

Tripoli (Libya)

This Consultancy is to define the scope of the Integrated Information Management System for the Union of Municipality of Minieh. The consultant will be assigned to guide the developer of the Integrated Information Management System and the Union of Municipalities of Minieh with a clear road map for the system development.

How can you make a difference?

The consultant will be assigned the task of guiding the developer of the Integrated Information Management System and the Union of Municipalities of Minieh with a clear road map for the system development.

The main objectives of the assignment are:

  1. Define the scope of the intended system.
  2. Provide clear description of the actual status of data availability and in matter of storage.
  3. Define linkable data, systems, governances processes and resources, and the legal frame.
  4. Identify and map key actors involved in supplying, receiving, collecting, analyzing data, data security and ethical considerations, and data-sharing agreements.
  5. Provide clear description of the actual usage of data and the future intended use.
  6. Provide a clear description on the actual practice vis-à-vis the law 28/2017 related to the right to access information.

Provide a phasing of the development of the system based on defined priorities.

Scope of Work:

The assignment will cover the office of the five municipalities forming the Union of Municipalities of Minieh plus the office of the Union itself:

The Municipalities forming the Union are:

  • Bhanine - Mazraat Artoussi - Rihaniyeh
  • Borj El Yahoudiyeh
  • Deir Aammar
  • Markebta
  • Minieh - Nabi Youcheaa

 Management of the assignment:

The assignment will be managed by the Local Governance Specialist in North from UNICEF team that will be coordinating the overseeing of the assignment through a steering committee formed by Unicef technical team and by representatives of the members of the Union of Municipalities of Minieh

UNICEF team will support the coordination of the assignment, by providing necessary assistance, information and contact details of the relevant stakeholders. It will be the responsibility of the consultant to set dates of interviews with external stakeholders after a notification note from UNICEF.

The UNICEF team and the steering committee will give final approval for all the deliverables prior to final payment.

UNICEF team will be responsible in the evaluation of bids and act as the selection panel following the rules and regulations of UNICEF, which will be the contacting party

Deliverables:

The consultant is responsible to produce the following by considering the number of working days stated in the below table. Each submission will be made available electronically and will be addressed to the manager of the assignment.

The consultant will remain available for ad hoc meetings with UNICEF and the steering committee when needed.

The nature of the assignment will require the consultant to be commuting and available in person in the region of Minieh.

Methodology

The assessment will be based on the following methods at a minimum:

  • Desk review of the available data
  • Key informant interviews with the relevant stakeholders
  • Meetings with the relevant stakeholders

The desk review period could also include meetings and interviews with relevant municipalities officials or staff.

Work progress should not occur during the review period. It is a non-working period for the consultant

It is expected to consider the difference in need of the different municipalities forming the Union

The overall methodology should be participatory and should ensure that the various National CSOs will be reached and their voices elicited. The consultant should submit the methodology and the tools for approval from Unicef before starting the field work with the municipalities.

TIME FRAME:

The assignment is planned to start in June 2019 for a period of 56 working days.

Reporting requirement:

The consultant will report directly to the Local Governance Specialist.

The reports will be electronically submitted to the HACT Officer in English language.

To qualify as an advocate for every child you will have:

  • University degree, with at least 8 years of work experience related to Data and Information Management System including use of GIS and Design.
  • Proved previous knowledge in working with local authorities on data and Geographic Information System.
  • Excellent report writing and analytical skills in English;
  • Knowledge of Arabic language is required.
  • Familiarity with assessment.
  • Previous similar experience to the one required in this assignment and submission of previous similar reports is required
  • Applicants to submit short proposal with methodology.
