YouthCan! Monitoring & Evaluation Advisor (f/m)

Location: Innsbruck, Austria

SOS Children’s Villages International is the umbrella organisation for the global federation of SOS Children’s Villages. As a non-governmental social development organisation we help children without parental care and families in difficult living conditions through services in care, education, health and emergency relief, and we advocate for children’s rights. We work in 136 countries and territories, reaching over one million children, young people, families and caregivers each year.

The aim of the position is to ensure that strong monitoring and evaluation standards are set and met within the global YouthCan! project. The Monitoring & Evaluation (M&E) advisor will support the implementation of these standards in the Member Associations (MAs) participating in the project. S/he will support the design and implementation of methodologies, tools, collect, prepare and analyze data, carry out training and capacity building activities.

Tasks and Responsibilities

Theory of Change

  • Define KPIs according to the updated results chain framework
  • Refine M&E tools and mechanisms that will be used for the project
  • Develop a baseline template to assess the status of the KPIs before YouthCan! intervention as well as an evaluation template with the same KPIs
  • Support on the development of programme proposals in order to secure further funding for the project and take over the responsibility for the development of the logframe in the proposals as well as the whole M&E area
  • Compile the information from the MAs to fulfill the reporting requirements of the donor/s
  • Support the MAs in developing their local M&E frameworks
  • Organise a training for the regional YouthCan! coordinators and M&E regional counterparts and support if needed on the training to MAs on the global framework and how to create their own local M&E frameworks

Volunteers Survey 

  • Support on developing a survey for volunteers and include the results in the Evaluation report of 2019 and in 2020

Annual Report 

  • Coordinate with International Office Regions (IORs) and MAs the data which will be gathered
  • Compile and analyse all data gathered through the baseline, evaluations and YouthCan! database in an annual report
  • With the support of the Communications and Brand team, work on the lay out, format and distribution support

YouthCan! Database 

  • Explore the integration of YouthCan! within global systems considered in the federation so we use a global SOS database for projects information as YouthCan!  
  • Under the leadership of the project manager, work with IT team on identification of requirements 
  • Support the integration of the KPIs in the database and identify which masks and data fields have to be defined to compile the information needed for the project
  • Support the migration from the old to the new database

Impact Study 

  • Support the development of a brief social impact study for employability with a focus on YouthCan! in various MAs 
Requirements
  • Bachelor’s degree or equivalent in social science or a related field
  • Minimum 3 years of experience in monitoring and evaluation of projects
  • Previous experience in identifying project KPIs and creating logframes
  • Knowledge in evidence-based/data-driven decision making as well as in developing and utilising appropriate indicators for measuring project or program goals, outcomes, outputs, impact, and effectiveness
  • Understanding of quantitative and qualitative data collection methods
  • Excellent interpersonal skills, ability to work in a team
  • Very good Microsoft Office, especially MS Excel
  • Analytical and proactive mind-set to drive best-practices and the use of common processes
  • Excellent command of English

Desirable:

  • Experience in social impact evaluation
  • Experience in M&E databases
  • Experience from working or studying abroad in an international context

Applicants must hold a valid Austrian working permit or be eligible to work within the EU
