Job Description

More than 671,000 people have crossed the border from Myanmar to Cox’s Bazar, Bangladesh since 25 August, and that number is still growing. The new arrivals arriving in Bangladesh are in urgent need of emergency shelter, food, access to clean water and sanitation, healthcare, protection and mental health support. The crisis is exacerbating, perpetuating and reinforcing already existing sex-based inequality and discrimination against women and girls, with women and girls experiencing increasingly high levels of risk and violence, including sexual violence, exploitation, intimate partner violence and trafficking. Life-saving, quality and age appropriate women-, girl- and survivor-cantered support and services are vital. The IRC are initiating an integrated sexual reproductive health and Gender-Based Violence program, enabling women and girls to receive lifesaving services under one roof 
Purpose of this role:
The Maternal and Child Health (MCH) Team Leader mentor will be lead for the establishment of Basic Emergency Obstetric and Neonatal Care services in IRC supported PHCCs. She will provide technical capacity to a range of BEmONC staff, but with a focus on the Sr. MCH manager who will assume her responsibilities at the end of this position. 
The MCH Team leader will support the BEmONC team to develop strong systems and internal capacity to delivery high quality BEmONC services in all IRC supported PHCCs.  These systems include: competency based clinical trainings, facility readiness assessments, supervision, program measurement, and introduction of maternal and neonatal mortality audits, he/she will be responsible to provide on job training on programmatic, operational, financial, and staffing aspects for the BEmONC management team. She will be the primary focal point and responsible for representation with key actors in the field including the Ministry of Health, UN agencies and other NGOs.  
Major Responsibilities:
•Lead the setup and implementation of systems that can support quality services in all IRC supported Primary Health Care Centers.
•Develop of capacity building plan for Senior MCH Manager,  to ensure competencies for Manager to take over BEmONC  leadership role 
•Provide leadership, training, and mentorship to Sr. MCH manager, BEmONC manager and rest of the BEmONC staff to ensure staff are confidence in providing high quality services as per project design
•Ensure that staff are capacitated and comfortable to provide all signal functions of BEmONC  services (Parenteral treatment of infection, treatment of severe pre-eclampsia/eclampsia, Treatment of PPH, Manual vacuum dream of retained products of conception, Assisted vaginal delivery/vacuum-assisted delivery, Manual removal of placenta, Newborn resuscitation) 
•Establish a set of minimum standards and ensure that program meets universal standard methodologies. These include competency based clinical trainings, facility readiness assessments, supervision, program measurement, and introduction of maternal and neonatal mortality audits,  
•Capacitate the team to ensure proper RH data collection and recording as per program design; mentor team in the compilation of data and generation of quality RH reports on a regular and timely manner.
•Support the teams to develop awareness raising messages to promote uptake of emergency RH response services in a timely manner 
•Promote coordination with project managers and Women Protection and Empowerment (WPE) team to ensure project integration. 
•Mentor and orientate project managers on project management tools (spending plan, procurement plan, work plan, log frame, indicator matrix, BvA system, etc.) 
•Develop and maintain effective working relationships with all partners - including community leaders, NGOs, UN agencies, community based organizations and other IRC sectors to improve cooperation and coordination;
•Mentor managers to oversee administrative aspects of the program including, but not limited to, writing job descriptions, interviewing and hiring staff, developing staff performance objectives and conducting timely performance appraisals.

•Prepare internal and external reports within agreed deadlines; Etc.

Qualifications

Experience:
•At least 5 years of experience in setting up, implementing and managing SRH/BEmONC services, preferably in complex humanitarian and/or emergency settings. 
•Knowledge, Skills & Competences (5 to 8 not more than that):
•Female Health professional (midwife, or doctor) with strong mentorship on Sexual and reproductive health care background.
•Specific Educational Qualification:
•Diploma; Bachelor; Masters in Midwifery, medicines.
Professional Degree/ Certification:
•Midwifery or medicines
