Background Information - Myanmar

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Based on UNOPS Myanmar priority to manage Health, Safety, Social and Environmental practices in all programmes and projects, a dedicated position is being created with the objective of providing excellence in the HSSE field.


Functional Responsibilities

The Health, Safety, Social and Environmental (HSSE) Officer will report directly to the Head of Programme and ensure full coordination with the different programmes and projects’ teams (Programme/Project Managers, Site Engineers and others). In general, the main duties of the HSSE Analyst include ensuring compliance with local regulations and UNOPS rules as it relates to occupational health and safety, social and environmental management, and to provide advice, training on measures needed to minimize hazards and social/environmental impacts in construction sites. The HSSE  Analyst needs to establish a safe workplace according to legal standards and foster a culture of attention to health, safety, social and environment management in all work sites throughout the projects’ life cycle.

More specifically, the HSSE Analyst will be responsible for the following substantive tasks:

  • Provide technical advice to project developers and programme managers on what needs to be included in project proposals to embed HSSE management into new projects.
  • Support the production and review health, safety, social and environmental management plans, on a regular basis and ensure these are up to date at all times.
  •  Support project staff, contractors, consultants, implementing partners and other stakeholders on various safety, health, social and environmental related matters related to project implementation.
  • Support the Programme/Projects’ teams in raising awareness on health and safety issues among project staff, consultants, contractors, implementing partners and other stakeholders and within UNOPS in general, working closely with the UNOPS Regional and Head Quarter HSE Unit.
  • Conduct risk assessment and enforce preventative measures on HSSE.
  • Assist, organize and conduct HSSE training for UNOPS project team, contractors, consultants, implementing partners and other stakeholders.
  • Assist installations, maintenance and disposal of substances, plant and equipment etc. to ensure they are done in conformity with applicable laws and industry best practice.
  • Support the recording and investigate incidents (including near misses) to determine the cause and to propose improvements to processes in the future.
  • Prepare reports on incidents (including near misses) and compile statistical information to present to management on HSSE matters.
  • Ensure a safe workplace environment is maintained at all times without risk to health and safety of everyone including workers, UNOPS staff, other stakeholders and general public.
  • Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.
  • Co-ordinate the development of HSSE guidelines and operating procedures.
  • Assist health and safety training records are documented.
  • Support programme of documented HSSE inspections, audits and checks.
  • Assist and conduct a structured programme of health & safety training (including a well-developed induction program) for project staff, contractors, implementing partners, consultants and other stakeholders.
  • Support with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to the stakeholders.
  • Provide and assist in regular reports to the Head of Programme on relevant HSSE activities.
  • Participate in regular site meetings to report on relevant HSSE matters and to provide necessary advice.
  • Any other related tasks assigned.
  • Assist programmes/projects to meet UNOPS HSE standards and to prepare for and meet the requirements of external audits for ISO 14 001 and OHSAS 18 001;

Education/Experience/Language requirements

Education

  • A Bachelor’s Degree or equivalent in Health and Safety Management, Environmental Management, Civil Engineering, Natural Sciences or other relevant discipline is required.
    • Diploma with additional 2 years of relevant work experience to the above duties and responsibilities may be accepted in lieu of Bachelor Degree.

Experience

  • At least 2 years of experience in the infrastructure sector.
  • A proven track record experience managing health and safety in construction, manufacturing, mining or similar production environments is an asset.
  • Experience in health & safety and environment management is an asset.
  • Proficient in the use of computers and office software packages (MS Word, Excel, Access, PowerPoint), contract management software and experience in handling web-based management systems.

Language Requirement

  • Excellent knowledge of both Myanmar and English Language are required.
