OBJECTIVES OF THE PROGRAMME

Sri Lanka has successfully reduced maternal, infant and child mortality during the past few decades to levels comparable with those of developed countries. Reproductive, Maternal, Neonatal, Child and Adolescent Health services in country have been based on the concepts of continuum of care through life cycle and health systems support, safe motherhood concepts,. To support the new Sustainable Development Goals, Sri Lanka will be moving towards the following strategic approaches\: achieving Universal Health Coverage, ending preventable maternal mortality, every Newborn action plan to end preventable neonatal deaths and still births, Family Planning 2020 targets and comprehensive implementation plan on maternal, infant and young child nutrition.With this background, Sri Lanka needs more focused and targeted innovative approaches for further improvements in Reproductive, Maternal, Neonatal, Child and Adolescent Health services in the country. WHO shall support Sri Lanka in further reducing maternal, newborn and infant deaths issues in all age groups through strengthening the quality of RMNCAH services with emphasis on equity and filling in the gaps in services in certain stages of the life cycle.To provide technical support to the national authorities in coordination with other partner agencies to ensure Reproductive, Maternal, Neonatal, Child and Adolescent Health services are prioritized within national policies and budgets; to facilitate interventions to support Reproductive, Maternal, Neonatal, Child and Adolescent Health services in collaboration with other cross cutting WHO programmes.

DESCRIPTION OF DUTIES

Under the general supervision of the WHO Representative for Sri Lanka, guidance and day-to-day supervision of the Public Health Administrator and in close consultation with the WCO country team, the incumbent will work to strengthen WHO and Ministry of Health capacity, coordinate health activities with the national authorities and partners in the area of Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH).

Summary of assigned duties\:

1. Assist in the situation analysis, planning, implementation, monitoring and evaluation of RMNCAH programmes;

2. Provide support in the introduction of new interventions and strengthening of national capacity for implementation of programme activities;

3. Assist in the design and implementation of strategies and methods for quality assurance, monitoring of progress towards activity targets and evaluation of outcomes;

4. Facilitate resource mobilization for implementation of programme activities in coordination with collaborating partners within the Ministry of Health, multilateral/bilateral agencies and non-governmental agencies;

5. Provide technical support in overall planning and management of the WHO collaborative programmes;

6. Draft necessary reports and documents as per requirements of the Organization;

7. Assist in preparation, organization and follow up of WHO meetings and

8. Undertake other tasks/duties assigned by the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential\: Medical degree from a recognized university.

Desirable\: Training in RMNCAH or related field; MD in public health/community medicine;Post-graduate degree in public health, epidemiology, community medicine,health systems management or other health related fields.

Experience

Essential\: At least 2 years of relevant working experience at the national level inplanning/programming, implementation, monitoring and evaluation ofprogrammes related to RMNCAH

Desirable\: Experience in establishing harmonious relationships with partners, within andoutside of government Familiarity with UN system in general and WHO in particular. Proven track record in managing RMNCAH programmes

Skills

Good knowledge and experience in RMNCAH. Skills in programme planning/development, training, implementation, monitoring/evaluation of interventions and in development of locally-adapted tools and instruments. Familiarity with functioning of government and its institutions. Good communication skills with proven aptitude for effective verbal and written communication. Ability to interact with health professionals at various levels. Ability to think strategically and work under tight deadlines on a results-oriented basis. Ability to develop innovative approaches and solutions. Ability to motivate and manage colleagues to engage in broader aspects of work as part of a team beyond individual areas of work. Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team, adapting to diverse educational, socio-political and cultural backgrounds and maintaining a high standard of personal conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at LKR 4,837,644 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
