Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Director of the Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

UNMAS has had a presence in the Territory of Western Sahara since 2008 within the United Nations Mission for the Referendum in Western Sahara (MINURSO).  UNMAS supports the implementation of the Mission mandate in monitoring the ceasefire.  By reducing the threat of mines and other explosive devices, UNMAS has enabled safe passage for MINURSO military observers and civilian logistical support.  With bilateral funding, UNMAS also support humanitarian clearance, mine risk education, landmine safety training and capacity enhancement.

Functional Responsibilities

  • Maintain the Programme’s IMSMA (Information Management System for Mine Action) database and archives
  • Perform monthly audit of mine action information to ensure data completeness, integrity and quality
  • Complete the qualitative and quantitative IMSMA database cleanup process in coordination with operations on a national and regional level
  • Serve as the focal point for survey and mapping data from mission GIS (Geographic Information System) and mine action stakeholders
  • Assist in the maintenance of programme reporting tools on available dangerous areas, casualty and clearance data
  • Perform Quality Assurance on data relating to minefields, dangerous areas, and victim surveys;
  • Providing support to IMSMA users, and other relevant mine action partners
  • Analyze and search for data trends that can be used to inform planning criteria and the development of priorities
  • Provide support in the installation of the IMSMA system, and making sure that the overall system is operational and meets the operational needs of the programme
  • Under the direct supervision of the CoO, ensure the distribution of all IMSMA and GIS (Geographic Information System) functionalities with external mine action role players and establish an update mechanism
  • Provide support in the development of IMSMA training packages and provide logistical support to all IMSMA training to ensure consistency
  • Provide support in ensuring the successful implementation of the standard working procedures for information management
  • Prepare lists, reports and spreadsheets depicting mined area information
  • Complete additional tasks as assigned by Chief of Operations and/or senior Operations Specialists.
  • Prepare timely monthly reports and statistics as required by the programme, under guidance from the Chief of Operations

Education/Experience/Language requirements

Education and relevant years of experience

  • Advanced University Degree (Masters Degree or equivalent) in Information System, Information Technology, Computer Science or other related field with a minimum of 2 years of relevant experience; OR
  • First-level University Degree (Bachelor Degree or equivalent) in Information System, Information Technology, Computer Science or other related field with a minimum 4 years of relevant experience; OR 
  • Secondary School (High School or equivalent) with 8 years of relevant experience.

Work Experience

  • Relevant experience is defined as experience in information management, software engineering or related field is required 
  • Minimum 2 years of experience working with Military or Police is required 
  • Minimum 2 years of experience demonstrating computer literacy skills 
  • Valid Driver Licence is required 

Language

  • Fluency in English (speak, read, and write) is required
