Background

The Livelihoods Improvement of Urban Poor Communities (LIUPC) Project (also known as National Urban Poverty Reduction Programme-NUPRP) builds on the experiences of the DFID, UNDP and GoB funded Urban Poverty Reduction Project-UPPR (2007-2015), one of the largest urban poverty reduction intervention in the world which established a community based approach to reduce urban poverty working with more than 2,500 Community Organizations in 23 Pourashavas (Municipalities) and City Corporations. LIUPC will be implemented over a period of five years (2018-2023) to provide support towards contributing to balanced, sustainable growth and reduction of urban poverty in Bangladesh. LIUPC will work nationwide and cover poor people living in slums and informal settlements in selected Pourashavas and all City Corporations in Bangladesh.

The Local Government Division (LGD) of the Local Government Division, Ministry of Local Government, Rural Development and Cooperatives and UNDP will be the Implementing Partners. In each town/city the Town Manager will lead the Programme Team comprising of programme staff and staff from the local government institutions. The programme will be managed by a Dhaka based Programme Board with the National Programme Director, Project Manager and UNDP representatives. The programme has five Outputs:

  • Output 1: Improve climate resilient housing and basic services for the low-income households
  • Output 2: Build community organizations
  • Output 3: Skills and enterprise development for women and girls
  • Output 4: Enhancing climate adaptive capacity of the low-income community through resilient infrastructure
  • Output 5: Strengthening municipal capacity to deliver pro-poor, climate sensitive urban development.

In order to bring about improvements in living conditions and the livelihoods of the urban poor, LIUPCP’s task is to work together with national and local governments, empowering urban poor communities specially women and girls to understand issues and advocate for their needs, and to improve urban governance overall. Ultimately the design and implementation of pro-poor policymaking and planning will rely on key stakeholders of the programme, that include urban poor communities, civil society, the private sector, and local and national governments. They will bring about and successfully implement. This programme sees its goal to develop tools, methods, and facilitate processes that can help to build capacity, experience, and confidence to do that, at the community-, city-, and national-levels. LIUPCP will reduce urban poverty through both direct, and indirect, means, and in doing so will work in up to 20 cities. These towns and cities range in size and location, from tertiary and secondary cities, to the large city corporations, and are spread all over the country.

LIUPCP the program intends to make cities inclusive for women and girls by making them central to poverty reduction efforts, by emphasizing their active participation, developing their leadership capacity, enhancing their safety and security, building their skills, capacities and networking while prioritizing them as centre of development grants and benefits. Reduction of Gender Based Violence (GBV) thus an utmost priority at urban poor settlement to achieve SDG’s 5 and 11 goal.

Scope of work:

LIUPCP is seeking the services of a qualified consultant to develop a set of training modules/packages to prevent violence against women and girls in urban poor settlements.                                                                        

It is expected that the consultant will develop a tailored training module at first and based upon that provide TOT to LIUPCP town level staff to understand the process clearly. The module will target to step down the training to mainly Safe Community Committees (SCCs) and leaders of other community organizations (CDCs, Clusters & Federations) while local government, govt. institutions and other relevant stakeholders can also use this as a general GBV prevention guideline for their respective cities.

Under the guidance of the Project Manager, and with the day to day support from the Gender Expert as well as the Local Economy, Livelihood and Financial Inclusion Coordinator, the consultant will be responsible to carry out the following, but not limited to these duties;

1. Develop a Training Module on ‘Prevention and Response Mechanism of Gender based Violence in the context of urban poor settlements’: Produce a set of training modules on ‘Prevention and Response Mechanism of Gender based Violence in the context of urban poor settlements’ that follows a step-by-step process, with each module addressing a specific issue. The set of training modules will provide relevant materials and handouts for the trainers. In order to do so, the consultant needs to do the following things:

Firstly, the consultant will identify and review relevant documents e.g. Gender Strategy, gender security assessment reports, urban poverty analysis reports and previous training modules (if anything relevant & available), business case of DFID and approved project documents of LIUPCP.

Secondly,s/he will conduct Training Need Assessment (TNA) to understand the knowledge level of the community. In this regard, s/he is required to design and develop a TNA methodology and set of tools, conduct the TNA with the staff and Community organizations (CDCs, SCCs, Cluster and Federation) in Dhaka and Narayangonj. After all these process, s/he will provide a TNA report to LIUPCP.

Thirdly,the consultant will prepare concept note outlining the basic stuff for the Training Module. The concept note should include training course outline for the training modules and it must be agreed by the LIUPCP management prior to training module development.

Forthly, the consultant will develop the module based on the concept note that has to be agreed by the LIUPCP management. The draft training modules must be agreed by the LIUPCP management and later, to be piloted in any of the city (Dhaka) before making it final draft. The Pilot training wouldn’t not more than 2 days.

2. Conduct a Training-of-Trainers for LIUPCP Staff:

The consultant will facilitate 2 days long Training of Trainers (ToT) based on the module, for the programme staffs (maximum 25-35 staff), who will lead the Socio-economic portfolio.  LIUPCP will organize the training, consultant will facilitate. The consultant will develop all material, PPT, handout and facilitate the session. After the TOT, the consultant will finalize the Training Module by incorporating staff feedback, if there is any.

Methodology:

The Consultancy should undertake the following tasks to achieve the objective of this assignment:

  • Step 1: Desk Review and Design: The consultant will conduct a desk review to make all necessary preparations (e.g. preparing tools). S/he will identify and review relevant documents in order to understand the project and context. This review will include LIUPCP’s approved project documents, DFID’s Business Case, Gender Strategy, gender security assessment reports, urban poverty context analysis reports, existing Training Module and Reports as well as secondary literature from relevant sources (both government and non-government).
  • Step 2: Data collection: To collect data, the consultant will initiate dialogue with the relevant participants and stakeholders through KII’s, FGD and other methods. The Consultant should undertake consultations and interviews with stakeholders (for example, city corporations, MOWCA, Victim Support Center (VSC) or relevant stakeholders) in Dhaka, Gazipur and Narayangonj. The consultant can also communicate with field-level LIUPCP staff to conduct TNA via Skype or phone, if needed.
  • Step 3: Piloting and Development: The consultant should conduct necessary fieldwork (Dhaka, Gazipur and Narayangonj) and the Training Needs Assessment (TNA), conduct interviews with LIUPCP staff and stakeholders (if required). The consultant will also develop training modules and other deliverables accordingly.
  • Step 4: Implementation and Completion: At first, prepare 1st draft training module, then it will be shared with LIUPCP HQ team for their feedback/inputs. Once the 2nd draft version completed, it’ll be piloted in Dhaka cities with the target audience to test its feasibility and effectiveness. Following all the process the module will be finalized. The furnished version of the module will submit to LIUPCP HQ as soft copy. All the contact of persons interviewed (based on consent), training modules, designer or owner of visuals, secondary sources, operational strategy and report will be provided with sources of information as part of references or bibliography.

Duties and Responsibilities

Expected Results and Deliverables

The main expected results of this consultancy are:

  1. An Inception Report (final) outlines understanding the assignment, approach, methodology and tools, analysis and framework; and timeline (in English, not more than 10 pages).
  2. A Training Need Assessment (TNA) Report (in English not more than 5 pages).
  3. A Concept Note describing the training module, that should be approved by the Project Management (in English, not more than 5 pages).
  4. Final set of Training Module along with necessary materials and handouts. Before finalizing, the draft of content must be agreed by the LIUPCP (in Bangla and English).
  5. A Training Report after conducting a 2 days long basic Training-of-Trainers (ToT) for LIUPCP project staff 1 batch pilot in Dhaka in 2019 and another 1 batch TOT in Dhaka in 2020.

Institutional Arrangement

The Contract Administrator will be the Project Manager and with the regular support from the Gender Expert and Local Economy, Livelihood and Financial Inclusion Coordinator.

Timeframe and Deadline:

This assignment will take place 50 days over a period of 06 months. The expected start date is beginning of 01 August 2019.

Duty Station:

The consultancy will be home and office based. Meetings between LIUPCP and the consultant will take place at the LIUPCP HQ office in Dhaka.

The Final Product

  • Training Need Assessment (TNA) reports (in English; Concept note of the training modules and duly approved by the Project Management (in English
  • Final training modules along handouts, ideas of design and a final printed copy in both the Language (English and Bengali). The final module must be shared, approved by and handed over to the Project Manager of LIUPCP
  • Training completion report.

The training module should be formatted to A4 size paper and be in a condition that can be published without any need for further work. A set of hard copies and original soft copies of all training modules in both the language (English and Bengali), necessary training materials (Poster, Handouts etc), reports must be shared and handed over to the Project Manager of LIUPCP

 Tentative payment schedule:

  • 1st payment: 15% of total contract value will be paid after submission and acceptance of Inception Report.
  • 2nd payment: 60% of total contract value will be paid after submission and acceptance of final module.
  • Final final payment: 25% of total contract value will be paid after delivery of training completion reports.

Required Skills and Experience

Academic qualifications:

Minimum Master’s degree on Women and Gender Studies/Social Science faculty/Development Studies/Law or any relevant subject.

Experience:

  • At least 10 years of working experience in developing TNA, high quality report and module on women rights, gender& development, prevention & response mechanism of Gender Based Violence and urban poverty issues.
  • At least 10 years of working experience working in development sectors, organize training programs and facilitation skills

Language:

Excellent English and Bangla communication skill.

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

In-country travel (if required) will be met by UNDP and DSA will be paid as per UNDP policy. If unforeseen travel outside the Duty Station not required by the Terms of Reference, is requested by UNDP, and upon prior written agreement, such travel be at the UNDP’s expense and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight-70

Financial Criteria weight 30

Only candidates obtaining a minimum of 49 marks in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks):

  1. Level and relevance of education in Women and Gender Studies, Development Studies or any relevent subject of Social Science- 10 marks;
  2. At least 10 years of experience working with UN/INGOs in Bangladesh at various development projects/programme -10 marks;
  3. At least 10 years of experience working on specifically Gender and Development, Law, Prevention and Response Mechanism for Gender Based Violence and urban issues - 15 marks.
  4. Proposed approach, qualitative tools, analysis and framework and timeline  - 15 marks.
  5. At least 10 years of experience in development of gender related training modules; specifically, on Gender and Development, Prevention and Response Mechanism for Gender Based Violence and urban issues (Please provide link/sample)- 20 marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
