Job Description

The IRC is responding to the Cyclone Idai damage in Chimanimani and Chipinge districts. The IRC’s response is focused on WASH, ERD/basic needs, and WPE/protection. The rapid onset crisis and the surge in response needs required the immediate appointment of a response coordinator, to enable rapid scale up of the emergency response.

The Emergency Response Coordinator (ERC) is a temporary role that provides overall leadership and management support to the Cyclone Idai response in Chimanimani and Chipinge districts. This is a senior leadership role with core responsibilities including program oversight, grants and budget management, program quality, strategic direction and fundraising. You’ll report directly to the Deputy Director, Programs (DDP) and supervise the sector coordinators (or equivalent) supporting the response.

Responsibilities

Program Management

  • Coordinate with the DDP and the sector coordinators the design and implementation of a coherent emergency response program in the target districts;
  • Provide leadership and guidance to the implementation of program activities, ensuring that all relevant policies and procedures are applied.
  • Ensure that all Idai emergency response initiatives are implemented in a timely and professional manner, according to established objectives, goals and indicators and in line with donor requirements and beneficiary needs
  • Supervise and guide sector coordinators in the development, implementation and monitoring of work plans, ensuring that activities reflect the commitments IRC made to the donor and the community.
  • Ensure all implementation approaches employ a programming strategy that integrates across multiple sectors.

Reporting and Proposal Development

  • Accountable for the timely submission of information for internal and donor reports for all program activities, including reporting against the logical framework.
  • Provide guidance/leadership on responding to new funding opportunities, including assisting in developing logical frameworks and providing a coherent vision and integrated approach for the response.
  • Lead and coordinate the development of program budgets, including when required the revision and realignment of existing budgets.
  • Review all reports and proposals prepared by program staff, provide appropriate feedback to the teams, and ensure that high quality reports are submitted on time.

Budget Management

  • Co-lead with CD and senior finance manager the development and tracking of a consolidated emergency response budget, and regularly use the consolidated budget to track spending and progress.
  • Ensure all program activities are delivered within acceptable budget thresholds.
  • Ensure that sector coordinators regularly use spending plans and track them against actual spending.
  • Monitor Budget vs. Actual expenditure for the emergency response on a regular (at least monthly) basis. Ensuring timely corrective action is taken to address any variances.
  • Actively participate in Grant Management Meetings and ensure resulting actions are followed up.

Monitoring & Evaluation

  • In collaboration with the country M&E manager, select and implement appropriate monitoring and evaluations systems, analyzing results to ensure and enhance program effectiveness and quality.
  • Monitor and evaluate appropriate implementation of technical projects against program objectives and IRC’s Program Framework during field monitoring visits.
  • Ensure situation reports (SitReps) are produced and submitted on a monthly basis.

Staff Management & Development

  • Manage, supervise, mentor and coach all sector leads assigned to the response;
  • Ensure sector teams are appropriately staffed to deliver on the intended outcomes;
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;

Coordination & Representation

  • In coordination with the Deputy Director of Programs, establish contacts with relevant international/local NGOs and line ministries in the area of operation;
  • Regularly attend emergency response coordination meetings and/or delegate participation to sector leads;
  • Upon request by the Country Management Team, organize and facilitate field visits for stakeholders interested in IRC’s emergency response programming.
  • Coordinate with other department heads (and at senior management team level) to ensure that field teams are adequately supported to deliver effective outcomes in the response.

Qualifications

  • Proven technical skills with a Master’s degree in Disaster Risk Management/Preparedness.
  • Minimum 5 years professional technical experience in Emergency Response, Disaster Risk Management or equivalent.
  • Strong project planning, organizational, interpersonal, and communication skills;
  • Strong leadership and management skills.
  • Be a dedicated member of the senior management team. You should have track-record of proactively identifying and communicating potential problems and proposing solutions.
  • Ability to function effectively in a complex work environment and to set appropriate priorities and deal effectively with competing priorities and pressure.
  • Ability to carry out responsibilities independently with minimal technical support.
  • Should have excellent interpersonal communication skills and professional patience and be able to interact, partner and thrive in a diverse environment
  • Committed to staff training and development and effective at facilitation.
  • Competent in Windows, MS office programs, email and database experience
