Background

Residents of newly merged districts of Khyber Pakhtunkhwa- KP (erstwhile FATA) have experienced successive waves of displacement since 2008, due to militancy on either side of the Pakistan- Afghan border. About 5.3 million were displaced, and by April 2016, 4.3 million had returned . The returning families have to face severe hardships due to damaged infrastructure, lack of basic services and limited livelihood opportunities.
Through the FATA Transition and Recovery Programme (FTRP), UNDP is supporting government efforts to implement the FATA Sustainable Returns and Rehabilitation Strategy (FSRRS) by investing in the rehabilitation of basic infrastructure, education, skills development, livelihoods creation and institution building. 
The project, ‘stabilization through inclusive livelihoods in the tribal districts of KP’ builds on this FTRP’s ongoing work to provide economic opportunities and improved access to basic social services for 20,750 returning temporarily dislocated people (TDPs). 
Since the onset of the North Waziristan displacement in June 2014, UNDP has been working hand in hand with the Government at National, Provincial and District levels in order to strengthen the local governance capacity to manage this crisis and to provide solutions for both the TDP population and the affected communities in the hosting Districts. At the same time UNDP will also continue to support the FATA Secretariat in the implementation of the FATA Sustainable Return and Rehabilitation Strategy which seeks to address the most immediate rehabilitation and recovery needs in FATA in order to facilitate sustainable returns of more than 300,000 TDP families (including over 100,000 families from North Waziristan) in the coming two years. The Strategy centers around five key pillars of recovery: rehabilitation of damaged infrastructure, re-establishment of law and order, strengthened governance, improved livelihoods and social cohesion and peacebuilding. The Government is keen to ensure solid coordination between the rehabilitation and recovery process and the medium to long term socio-economic development and the much-needed constitutional, legal, judicial and institutional reforms.
 
Under the overall guidance of the National Technical Specialist & direct supervision of Livelihood Coordinator of the FATA Recovery Programme, the Project Engineer will be responsible to provide technical guidance on finalization, monitoring and implementation of economic and community physical infrastructure schemes under output-1 of FATA Economic Revitalization (FERP) and community Physical infrastructure schemes (CPIs) under GOJ program. Furthermore, he will ensure supervision of technical activities mainly focusing on quality assurance for the full cycle of infrastructure programming from formulation to implementation of project activities.
 

Duties and Responsibilities

Summary of Key Functions:
 
Provide technical guidance on implementation of infrastructure components of the programme, and supervise technical activities focusing on quality assurance for the full cycle of infrastructure programming from formulation to implementation across all districts.
Provide technical guidance for and ensure effective implementation of strategies, standards and processes relating to infrastructure components across all districts.
Coordinate and Liaise with consultant companies, contractors, technical departments related to infrastructure projects and ensure quality assurance of the work undertaken by consultant companies, contractors and IP’s
Overall monitoring of technical quality and standards in respect of infrastructure components.
 
1.Provide technical guidance on implementation of infrastructure components of the programme, and supervise technical activities focusing on quality assurance for the full cycle of infrastructure programming from formulation to implementation across all districts, focusing on achievement of the following:
 
Provide strategic guidance to field teams in appraising the physical, social and economic feasibility of proposed infrastructure sub-projects at the identification stage.
Review and provide feedback, where necessary, on infrastructure sub-project proposals, work plans, budgets, implementation and monitoring arrangements, etc., and approve the technical aspects of infrastructure sub-project proposals prior to submission for final approval by Programme Manager.
Review proposed mitigation measures to meet possible risks, bottlenecks and constraints during the implementation of infrastructure sub-projects, and provide feedback, where necessary.
Provide advisory services for implementation of infrastructure components of projects Field level, ensuring that infrastructure activities in targeted areas are implemented consistently and that field technical teams and implementing partners work effectively with established procedures on tendering, construction/rehabilitation and monitoring.
Provide early warning of infrastructure-related problems identified at the district and sub-project level, with suggestions for corrective measures to the field project Engineers.
Provide thoroughly researched infrastructure-related information for identification of areas of support and interventions, preparation of project proposals, progress reports, fact sheets, completion reports, etc.
 
 
2.Provide technical guidance for and ensure effective implementation of strategies, standards and processes relating to infrastructure components across all districts, focusing on achievement of the following:
 
Strengthen the quality standards for construction, monitor adherence to agreed standards, and improve uniformity of technical documents as well as practices across all field offices.
Provide technical guidance and inputs to consultant companies for the preparation of technical documents such as EOIs, ITBs, RFQs, RFPs, etc.; and consolidate such technical documents ensuring that they are in compliance with procurement guidelines for submission to the Procurement Unit at Country Office.
Participate in the evaluation of EOIs, ITBs, RFQs, RFPs, etc., as and when required.
Ensure approval of qualified contractors for implementation of infrastructure sub-projects, by preparing the necessary documentation in close consultation with PMU focal points and the Procurement Unit at Country Office for submission to the Asset and Procurement Committee (CAP) and Regional Advisory Committee on Procurement (RACP).
Strengthen guidelines for capacity assessments and selection of implementing partners for infrastructure sub-projects.
Analyze the infrastructure process flow; identify operational and financial constraints; and recommend solutions in consultation with PIU focal points to Country Office.
Clarify technical aspects of infrastructure sub-projects for field project Engineers, field project teams as well as stakeholders, and assume overall responsibility for adherence to quality standards.
Interact with government and development agencies at the central level to obtain information on overall infrastructure development plans, specific needs in the relevant districts, strategies, priorities and required standards, etc.
 
 
3.Coordinate and Liaise with consultant companies, contractors technical departments related to infrastructure projects and ensure quality assurance of consultant companies, contractors and IP’s
 
Continuously collect, document and disseminate knowledge management materials on infrastructure projects with the objective of strengthening the capacity of technical and programme staff.
Oversee the assessment of technical and soft skills of field teams by the other Project Engineers and identify required capacity building measures.
 
 
4.Overall monitoring of technical quality and standards in respect of infrastructure components.
 
Documents bottlenecks, problems and issues, and proposes effective solutions
Documents and analyses innovative strategies and new approaches
Ensure that all necessary documentation regarding infrastructure projects is properly maintained at regional and PMU level.
Preparing and maintaining monitoring database of infrastructure schemes showing observations, suggestion for improvement and follow up action plan.
Based on monitoring, provide lessons learnt for infrastructure projects to take corrective measures as and when required.
 
 
 
 
IV. Impact of Results  
 
 
The key results will have an impact on enhancing the technical quality, results and sustainability of infrastructure sub-projects which will contribute to the overall results of the programme, timely delivery of infrastructure outputs, forging stronger linkages with other projects and agencies on district infrastructure development, and strengthening the technical capacity of the Government and IP’s.

Required Skills and Experience

Education:
Minimum of one year of relevant experience with master’s degree -or- minimum of three years of relevant experience with bachelor’s degree in Civil Engineering accredited with Pakistan Engineering Council.
 
Experience:
Relevant experience of implementing physical infrastructure projects (preferably newly merged districts of KP) and Technical monitoring/verification of community based infrastructure projects. Minimum of 01 year of experience with master’s degree or 3 years with bachelors degree.
Experience with UN and / or I/NGOs would be an asset.
Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Knowledge of the development context in Khyber Pakhtunkhwa would be an asset.
 
Language Requirements:
Fluency in the English and Urdu required. Knowledge of Pashto would be an asset.
Other RequirementsPrevious experience of implementing and technical monitoring of Physical Infrastructure Schemes inside erstwhile FATA.
