Job Description

CONTEXT AND BACKGROUND

The International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC offers life-saving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in more than 40 countries and in 22 U.S. cities, IRC restores safety, dignity and hope to millions who are uprooted by conflict or disaster. IRC leads the way from harm to home.

The IRC started operations in Cameroon in 2016 to respond to the increasing concerns for people affected by violence linked to Boko Haram, in the Far North of the country.  Assistance to displaced populations extends across the Far North, notably Mayo Sava, Mayo Tsanaga and Logone & Chari, delivering lifesaving programming to increase access to water and improving hygiene practices in vulnerable displaced and host communities, cash programming to enable poor families to meet basic needs and improve food security, and protection programming, including meeting specific needs of women and girls.  The Coordination office is located in Maroua, with a field base in Kousseri and a representation office in Yaounde.

Following the increasing crisis in the North West and South West regions of Cameroon, the IRC expanded its operations into the South West region in August 2018. The IRC is delivering lifesaving humanitarian assistance to internally displaced populations, with a field base in Buea.

IRC Cameroon is committed in its 2020 Strategic Action Plan, to continue to provide essential humanitarian services, with a focus on safety in communities and ensuring affected populations can meet their basic needs, whilst also building the resilience of beneficiaries, especially women and girls. IRC Cameroon is funded by European and American donors

POSITION OBJECTIVES

Monitor development activities, implementation and monitoring and evaluation of ERD programming

Overall management of the processes of the implementation of program activities

BASICS RESPONSIBILITIES

Directly supervises the officers in charge of field activities including the ERD Monitoring and Evaluation Officer

Maintain open and professional relationships with team members, promote team spirit, and provide oversight and direction to enable staff to effectively perform their duties.

Ensure that monthly time sheets, probation reviews, performance reviews are regularly completed and transmitted on time

Plan and supervise the staff's business plan to ensure compliance with the work plan, day off and staff training and their skill development

If necessary, identify the problem of staff performance and work with human resources to document and respond to it in accordance with National Employment Policies

Prepare and update detailed activity plans that support and respect the overall timeline and end date of the grant

Provide guidance and follow-up of staff in the implementation of their business plans and the quality of technical activities, share relevant information and guidance to improve quality and meet deadlines

Approve expenses, manage and track monthly expenses and budget execution to ensure that all expenses are in line with the approved budget.

Provide proposals to the ERD coordinator during the process of identifying and recruiting program staff,

Serve as the main focal point in the field for IRC implementation processes; maintain a dignified and constructive relationship and ensure regular meetings and ongoing coordination

Regularly monitor the performance of staff to achieve the objectives set; provide technical support and guidance; share relevant information and guidelines to improve and meet deadlines

Conduct program reports, including data collection and the M & E report; provide advice and guidance to improve the accuracy and quality required,

Work closely and coordinate with IRC's logistics, finance and support staff to ensure activities and current expenditures are consistent; including active participation in the opening and closing of projects as well as retrospective meetings,

Undertake / participate in liaison, coordination and information-sharing activities with national NGOs, international agencies, donors and the government.

MONITORING

Undertake regular field visits to assess progress, and identify technical quality issues and / or other implementation issues, provide solutions and implement modifications as needed;

Assist in data collection, surveys and development of proposals for the sector

Ensure that all follow-up activities are well documented, including timely and systematic collection of data in accordance with grant requirements and for IRC M & E purposes.

Produce / contribute to IRC reports and donors in accordance with expected periods (monthly, quarterly and annually) of grant activities, indicators and achievements

OTHER FUNCTIONS

Monitor and evaluate the safety and security of the team in a consistent and proactive manner; promptly report concerns or incidents to the coordinator, community leaders, and other external parties as needed to maintain / improve the security environment for IRC programs

Perform any other duties assigned by the supervisor to enable the development of IRC programs


Qualifications

Bachelor's degree in Economics, International Development, Sociology / Psychology, Agronomy or Nutrition or relevant significant and equivalent professional experience.

Minimum 3-5 years’ experience in leading a team implementing projects in finance, banking, supply chain, business development or community development

Excellent understanding of food security and livelihood programs, including experiences in conducting identification, registration and beneficiary selection

Good ability to develop activities workplans, data collection and analysis, and performance monitoring

Able to be multitasking

Mastery of English  is an asset

Have excellent computer skills: Word, Excel, Power Point and MS Outlook

Have a good ability to handle digital data collection tools including Kobocollect and Commcare

Have a sense of organization and a strong ability to manage time

Have excellent interpersonal skills and teamwork

To be able to work autonomously and in a team

Have strong skills in time management, study of projects, and organization of staff working under his direction

Have excellent planning and communication skills

The ability to speak the local language, is an asset
