Background

Unrest in the Syrian Arab Republic has been on-going since March 2011 and has been deteriorating ever since. The situation has recently worsened as the number of people in need of humanitarian assistance has increased many folds since March 2011 and is estimated now at over 9.3 million people (SRP, 2015). Sixty-five per cent of the population or 13.9 million persons are living now in poverty, with 7.9 million people becoming poor since the beginning of the crisis, of which 4.4 million living in extreme poverty as households spent their savings and exhausted their coping strategies (SCPR, 2014). Among the affected people, the number of IDPs has grown significantly and is estimated now at 6.5 million. Many families had to leave their homes and seek refuge in schools, public gardens, and relatives’ houses or in surrounding countries because of violence but also scarcity of livelihoods, access to basic services and community infrastructure in their hometowns and villages.

The crisis in Syria has caused massive destruction the social and basic infrastructure and hindered the delivery of basic services. Sewage, water and electricity networks are out of services. Moreover, unemployment is on the rise as many businesses have either closed or drastically cut the number of workers.

Projects will be developed based on the area-based approach that has proved efficient in capturing real needs of communities and the appropriate implementation modality that promotes inclusiveness, ownership and sustainability. This approach enables the detection of the different priorities of each targeted area and ensures the engagement of local partners and social groups in planning, implementing and monitoring and constructive feedback on their-own-community activities with a sense of unity.

The projects shall contribute to strengthening the resilience in 10 governorates in Syria through the implementation of early recovery and livelihoods restoration efforts in partnership with local actors including NGOs, CBOs and FBOs. They address major service delivery problems and basic infrastructure rehabilitation to contribute to the early recovery, to improve living conditions for people in the affected areas, help accelerating the return of the IDPs to their homes and revitalization of basic business services in these cities.   These projects target affected communities through the rehabilitation of social buildings (schools, hospitals, health centers, Museums, Markets…) and the rehabilitation of sewage, water and electricity networks especially in newly accessible areas in different governorates.

Duties and Responsibilities

Under the overall direction of the Deputy Country Director and the supervision of the Team Leader for Infrastructure rehabilitation and Basic Services, the project manager will assume operational management and provide policy and technical advice on the recovery and development of the Basic & Social Infrastructure. The incumbent will perform the following tasks:

General Project Management:

  • Preparing annual budgets and work plans for approval by office management;
  • Operational management of project activities according to the work plan to produce the envisaged outputs;
  • Ensure delivery of results within the agreed time and budget limits as per UNDP standard rules and procedures and quality standards;
  • Follow up on procurement needed ensuring value for money, transparency, and competition as per UNDP rules and regulations;
  • Ensure timely preparation and submission of financial reports and settlement of advances;
  • Monitor relevant initiatives according to agreed indicators and report regularly to UNDP management and donors, and prepare relevant briefs and talking points;
  • Organize of and participate in initial Kick-off Meetings with Contractors and relevant stakeholders;
  • Represent UNDP in relevant meetings, workshop, working groups, etc., as needed;

Policy advice and technical support:

  • Support the design and development of initiatives for the recovery and development of the Basic & Social Infrastructure;
  • Liaise with competent national authorities and conduct field visits to assess the current situation and Basic & Social rehabilitation needs, etc.;
  • Advise on possible technical support needed;
  • Carry out infrastructure assessments in specific areas in accordance with UNDP developed infrastructure strategy;
  • Develop relevant technical sections of proposals to be submitted to potential donor(s);
  • Provide operational and technical support to the Target Area implementation teams, including regular travel (where security permits) to the Target Areas.

Required Skills and Experience

Education:

  • Master's degree or equivalent in civil, architect, mechanical and electrical engineer.
  • A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • 5 years of experience in the field of energy;
  • Experience in formulating development strategies and policies;
  • Experience in project planning, implementation and monitoring.

Project management experience is an asset.

Language Requirements:

  • Excellent command of Arabic and English
