The Position:

The Programme Analyst for Resource Mobilization and Donor Relations assists UNFPA Philippines Country Office with optimizing the scope of its programme/project implementation through substantive contributions to the mobilization of financial and in-kind resources, analysis of aid environment and donor intelligence in the country, development of funding proposals, and compliance with donor reporting obligations.   
You will report directly to the Country Representative of UNFPA Philippines, working closely with Assistant Representative, Programme Officers, Communications Officer, M&E Officer as well as Operations Manager and Finance Officer.

UNFPA is the lead UN agency globally, and in the Philippines, for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled.  UNFPA’s new global Strategic Plan (2018-2021) focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices including child marriage. 
UNFPA embarks on its new 8th Country Programme for the Philippines from January 2019 till 2023. The programme consists of three major outcomes, i.e. sexual and reproductive health, adolescents and youth, and population dynamics, with the promotion of gender equality including prevention and response to gender-based violence in both normal and humanitarian settings as a cross-cutting priority.   The total budget requirement for this new 5-year Country Programme is US$ 20 million, out of which at least $7 million (35%) need to mobilized.        
The Programme Analyst for Resource Mobilization and Donor Relations will play major roles in the resource mobilization efforts to maximize the scope and effects of UNFPA’s Country Programme to assist the Government and people of the Philippines in achieving the national development priorities including the global Agenda 2030 with the Sustainable Development Goals so as to reach the furthest behind first and leave no one behind.

Requirements:

Qualifications and Experience

Education: 

Master’s degree in business administration, commerce, marketing, social sciences, public health, communications or other related field

Bachelor’s degree in relevant field mentioned above combined with a minimum of two (2) years of professional experience at the national or international level with a good track record in fund-raising or external relations for a private company, foundation, international organization or NGO/CSO.

Knowledge and Experience:

Ability to analyze, trends, opportunities and challenges to fundraising

Proven knowledge and successful experience in securing funding commitments from governments, private sector or other donors

Demonstrated capacity to develop and maintain excellent relationships with external partners

Proven ability to represent the organization in external relations with e.g. high ranking representatives from government, private sector, foundation, etc

Familiarity and direct experience in private sector fundraising platforms and due diligence are an asset

Prior experience with development assistance would be desirable, especially the UN

Knowledge and passion about UN/UNFPA agenda and mandated areas of work

Languages:

Excellent interpersonal and communication skills, both orally and in writing, including fluency in English and national language.
