Consultancy to support the Ministry of Labour and Social Development on social workforce; Consultancy Mode: International

Objective/purpose of the consultancy/services The international consultancy will provide strategic assistance and technical assistance to UNICEF and the Ministry of Labor and Social Development in strengthening the capacity social service workforce and improving family support and family substitute services for children and families.
 
Background
Over the last decade, UNICEF Kyrgyzstan has established a solid cooperation platform with the Kyrgyz Ministry of Labor and Social Development (hereinafter MoLSD) in recognition of its key role and madate related to child protection. The relevance of this cooperation is enshrined in the current UNICEF Country Program  Document Outcome  which reads: “By 2022, disadvantaged children and their families utilise equitable access to justice and social services to prevent and respond to violence, abuse and family separation.” as well as in the United Nations Development Agreement Framework with the Kyrgyz Republic (2018-2022) which in its priority area 4 provides that “By 2022, social protection, health and education systems are more effective and inclusive, and provide quality services”. Within this realm, in March 2019, UNICEF Kyrgyzstan received a request from the MoLSD for  quality advice  on the effective long-term planning of the social service workforce and aligning functions, processes, competencies and qualifications, and technical guidance on composition of the minimum package(s) of basic social care services to be provided to various eligible categories of vulnerable children and their families, persons. 
 
Scope of work and key tasks 
The incumbent will coordinate relevant initiatives with MoLSD and and other partners at the national and regional level. He/she will have the following tasks:
• In coordination and consultation with all relevant governamental and non governmental stakeholders production  of a “vision document” providing a definition of the social service and allied workforces, that is aligned with the definitions in the UNICEF call to action on (Annex 1) and setting out clearly which personnel are included in each category of the social service workforce with a view to a coherent regulatory framework  
• Provision of a draft long-term plan of the social service workforce and aligning functions, processes, competencies and qualifications in line with national and international obligations.
• Desk review of the current mechanisms of the domestic adoption system and provision of recommendation for its reform in line with available best national and international practices. 
 
Reporting and supervision  The incumbent will report to and work under the supervision of the the Chief Child Protection, UNICEF Kyrgyzstan and in strict consultation with the technical staff of the Ministry of Labour and Social Development 
 
Qualification/level requirements
• Advanced university degree in social sciences, public finance, development studies or a related field; 
• Five years of experience with international and non-profit organizations, including in the area of child protection, child care, social protection and public finance management;
• At least two years of previous experience on national legislation and regulatory framework in the area of social welfare;
• Experience working with governmental institutions; 
• Strong understanding of the structure and responsibilities of the central, district and local government; 
• Good understanding of children's rights and relevant national and international policy documents;
• Fluent English, good knowledge of Russian desirable.
• Good organizational skills, including multi-tasking, and the ability to set priorities and meet deadlines within a dynamic environment;
• Competent in using Microsoft Office applications;
• Willingness to travel, as required.
 
Duty station and official travel involved  The duty station will be Bishkek, Kyrgyzstan, with the possibility of working remotely (home-based). 
 
Duration  20 days between July - November 2019 
 
Deliverables
• Production  of a “vision document” providing a definition of the social service and allied workforces, agreed with the Ministry 1 August 33%;
• Provision of a draft long-term plan of the social service workforce and aligning functions, processes, competencies and qualifications - 1 September 33%;
•  Review and recommendations on improving the mechanism of the domestic adoption system - 30 November 34% 
 
Terms of Payment
The Consultant will be paid upon submission of reports reflecting successful completion of the abovementioned deliverables. The consultant will be responsible for his (her) own transportation arrangements to visit UNICEF Bishkek Country Office. The fee proposed by the Consultant shall include the travel related costs (i.e. air-ticket, daily subsistence allowance, terminal expenses, etc.). Estimated daily subsistence allowance shall not exceed an applicable UN DSA rates. 
As a general principle, the fees payable to a consultant or individual contractor shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. 
 
The consultant / individual contractors are required to indicate their all-inclusive fees (including lump sum travel and subsistence costs, as applicable) for the services to be provided. 
 
If UNICEF determines that the Consultant needs to travel in order to perform his or her assignment that travel shall be specified in the contract. In cases where travel costs have not been set out in the individual contract, the consultant is expected to submit, within ten days of completion of a specific travel, a voucher for reimbursement of travel expenses to the appropriate Operations / Human Resources manager.
 
Reimbursements shall only be processed if travel was duly authorized in the individual contract or by an authorized manager of the contracting division or office, in writing and prior to the travel. Consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.
 
Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC). 
 
Consultants and individual contractors traveling on behalf of UNICEF must meet the standard trip prerequisites, including but not limited to Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver (see Annex 1). Trip prerequisites will be met at the expense of the consultant. 
 
The Consultant will be paid upon submission of progress reports reflecting successful completion of the above deliverables.
 
Performance indicators  The Consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered.
• Number and quality of consultancy reports submitted on time • Quality and timely submission of the final report
 
Note: In all cases, contractors may only be paid their fees upon satisfactory completion of services. In such cases where payment of fees is to be made in a lump sum, this may only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect, and any advance on the lump sum may not exceed 30% of the fees. In such cases where payment of fees is to be made in installments, the final installment may not be less than ten per cent (10%) of the total value of the contract, and will only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect.
