1.     Organizational Context

 

  1. Organizational Setting

     

    The post is located in the PCT Operations Division, PCT Services Department, Patents and Technology Sector. The PCT Operations Division is responsible for the receipt, formalities examination, publication and communication of applications and related documents filed under the PCT and for delivering high-quality customer services to PCT users in all 10 official PCT publication languages.

     

  2. Purpose Statement

     

    The incumbent as Coordinator of an Operations Team is required to manage the work of the team, ensuring high standards of quality, quantity and timeliness for the service delivery of international patent applications.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Head of the PCT Operations Section.

     

     

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Ensure optimum service levels to stakeholders in terms of quality, efficiency and timeliness for international patent applications and associated data received.

 

b.   Prepare workplans and ensure efficient distribution of assignments within the team. Prepare regular reports for management.

 

c.   Manage the staff of the team; monitor and provide regular feedback on performance; propose training for staff to enhance technical skills, language skills, and competencies; conduct performance evaluation meetings and ensure timely finalization of performance evaluation exercises; follow up on recommendations/issues identified.

 

d.   Keep abreast of work-related developments and receiving office requirements. Ensure team members are kept informed and provide training on issues impacting the work.

 

e.   Provide information to applicants, PCT Offices and Authorities on procedural and other file-related matters, and monitor receipt of incoming documents. Participate in missions when required.

 

f.    Proactively participate and make proposals in internal meetings and working groups related to\: staff issues; developments in the work area; and rationalizing, harmonizing and implementing internal work processes.

 

g.   Advise team members on the handling of complex and contentious issues requiring a thorough understanding of the PCT rules and regulations and liaise with PCT legal specialists as required.

 

h.   Give presentations on the role and functioning of processing teams.

 

i.    Perform other related tasks as required.

 

 

3.      Requirements

 

Education

Essential

First-level university degree.

 

Experience

Essential

At least six years of relevant professional work experience, three of which in an IP office or comparable working environment.  An advanced university degree may be accepted in lieu of two years of experience.

 

Experience with formalities examination of patent/trademark/industrial design applications.

 

Desirable

Experience in supervising a team.

 

Language

Essential

Excellent written and spoken knowledge of Japanese and good knowledge of English.

 

Desirable

Knowledge of other PCT publication languages (Arabic, Chinese, French, German, Korean, Portuguese, Russian and Spanish).

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the June 2019 rate of 66.1%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
