The Prevention of Sexual Exploitation and Abuse (PSEA) Task Force serve as the primary body for coordination and oversight on protection from sexual exploitation and abuse of members of the beneficiary population by international and national personnel of the UN, NGOs, Inter Governmental Organizations (IGOs) and other International Organizations. To fulfill the functions of the PSEA Task Force under the Humanitarian Country Team (HCT), UNICEF Manila is recruiting a dynamic independent, self-motivated, well organized individual to serve as the PSEA Task Force Coordinator.

UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

The aim of this post is to serve as convener and technical secretariat of the Prevention of Sexual Exploitation and Abuse (PSEA) task force.

With guidance from the Humanitarian Country Team (HCT), and oversight from UNICEF Child Protection section. The PSEA Task Force Coordination Officer will oversee the development and implementation of the Philippine PSEA Country-Level Framework. It shall undertake the following:

Under the supervision of the Chief of Child Protection Section, the PSEA Task Force Coordination Officer shall undertake the following:

MAIN RESPONSIBILITIES AND TASKS

  1. Convener and technical support of the PSEA Task Force.
    • Ensure that monthly PSEA Task Force meetings are convened, with key agreements and updates endorsed to the HCT for info/ action.
    • Facilitate the annual review of the PSEA Task Force TOR and membership, to ensure “fit for purpose”.
    • Serve as the technical expert on SEA/SH related concerns of the PSEA TF especially its HR Sub-group and other members
  • Support entities to adhere to applicable monitoring and compliance mechanisms.
  • Review of the technical contents of the meeting notes and ensure follow-up actions. Assist the Chair or Co-chair in convening and facilitating PSEA TF meetings. Serve as the record keeper of PSEA Task Force documents to include confidential documents.
  • Represent the PSEA Task Force in the HCT meetings and official functions when needed.

  • Facilitate the implementation, evaluation, monitoring and review of the Philippine PSEA Country-Level Framework and annual workplan/s.
    • In consultation with the PSEA TF, the Coordination Officer shall facilitate the development of the annual work plan based on the PSEA Country-Level Framework and ensure support in its implementation, monitoring and evaluation.
    • In consultation with the PSEA TF, the Coordination Officer shall ensure the annual review of the Country-Level Framework, and ensure that its work plan priorities are engaging communities, advocacy and building capacities of the TF members on prevention and response.
    1. Ensure that the referral pathway is operational at national and sub-national levels and is reviewed annually.
      • Facilitate the mainstreaming and popularization of the referral pathway among PSEA Task Force members, and its network of partners.
      • Facilitate the agency-level documentation of complaints and/or reports of incidents, including actions taken; and ensure that the complainant receives updates on progress/ actions taken.
      • Facilitate the establishment of a victim assistance mechanism.
      • Present PSEA TF recommendations to the HCT when needed or to the RC/HC on confidential issues relative to reports on cases/incidents received.
    2. Support the Human Resources Working Group (HRWG)
    • Ensure that the HRWG convenes regularly, and that key agreements and updates endorsed to the PSEA Task Force for info/ action.
    • Ensure that HRWG priorities are integrated in the overall PSEA country-level framework and annual workplan/s, including identification of HR-related recommendations for consideration of the PSEA Task Force.
    • Serve as Resource Person (technical expert) on capacity building activities of the HRWG.

    To qualify as an advocate for every child you will have…

    • An *advanced university degree in one of the following fields is preferred: Social work or social science, law, human rights, social policy, psychology or other fields related to social development and humanitarian work.
      *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
      • A minimum of 4 years combined experience both at national and overseas with an international NGO and/or Civil Society Organizations in emergency context and significant exposures in the Protection sector and/or DRR.
      • Knowledgeable and familiar on the implementation of the Cluster Approach during emergencies in the Philippine setting is considered as an asset.
      • Professional experience in the field of capacity-building work, designing and developing training programs for service providers at national and international organizations and addressing capacity-building requirements in development and emergency/humanitarian operations including training program design, management, implementation, monitoring and evaluation.
      • Knowledge of Philippine policies, legislation, procedures/protocols and structures related to the prevention and response specifically, child protection and GBV required.
      • High level of writing and communication skills, computer skills required.
      • Fluency in English and the local working language of the duty station.
