UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide technical support in development and implementation of HIV programme initiatives under South-South Cooperation.

Background:

South-South Cooperation (SSC) is emerging as a key strategy in international development cooperation, complementing the traditional model of providing development assistance. For UNICEF, SSC and triangular cooperation are effective modalities for cooperation that supports the welfare and rights of all children, and in the process, accelerates the 2030 Sustainable Development Goals (SDG).

Thailand has been officially certified free of the transmission of HIV and syphilis from mothers to their children in 2016 and has been validated by the World Health Organization for its maintenance in 2018.  Thailand is second country in the world, and the first country in Asia, where the rate of mother to child transmission of HIV and syphilis has fallen below 2 percent. UNICEF with TICA and Ministry of public health will be collaborating under SSC to share Thailand’s good practices, knowledge, professional skills with other countries in the region and beyond to promote eMTCT. This will be done through various activities including countries participating in trainings, study visits to Thailand and tailor-made mentorship. This cooperation will make Thailand one of the global knowledge resource in support of other countries’ effort to reach EMTCT and progress towards the global goal of ending AIDS by 2030.

Work Assignment: UNICEF is looking for a consultant to coordinate and facilitate HIV related tasks; coordination of activities under south-south cooperation and HIV prevention initiatives.

Under general guidance and technical advice of Chief Adolescents Development and Participation, the consultant is responsible to carry out the following:

1. Development and administration of a country-need assessment check list specific to the capacity building needs under SSC.

a. Develop and finalize a country-need assessment check list for capacity development of partner countries.  

The checklist should include questions to assess the given countries level of EMTCT implementation towards validation, indicative questions to assess national capacity under the four key criteria of EMTCT validation, and the overall capacity development requirement of the country such as technical training, observational learning and mentorship.

b. Conduct the needs assessment; In coordination with UNICEF EAP regional office and UNICEF Headquarters SSC section conduct the needs assessment, compile the results and identify specific needs that can be included as part of the EMTCT capacity building development and experiential learning programme.

2.  Revising and finalizing EMTCT capacity development and experiential learning program schedule, budget and roll out plan in coordination with UNICEF Thailand and EAP Regional office, Department of health and TICA.

3.  Support empanelling of potential resource persons, medical facilities/hospitals and other agencies such as CSOs for systematising the eMTCT training through SSC.

4. Support UNICEF in facilitating two batches of capacity development activities in coordination with TICA and MoPH.

5. Facilitate any other activities as per the office requirement in the HIV domain.

End Product:

1. By September 2019: Country need assessment report and recommendations for capacity building training plan under SSC for 2020-21.
2. By November 2019: Report of the training conducted during the year including evaluation of the  (indicators for the evaluation will be determined later) follow up action report from the countries which participated in the training.
3. By December 2019: Development of a road map for SSC;

          A two-page note will include the working modality for knowledge sharing under the SSC between TICA, UNICEF and MoPH and selected partners.        This should include recommendations for how to create and facilitate knowledge sharing events between Thailand and other countries; how to establish and maintain exchange with countries through SSC.

Estimated Duration of Contract:  100 working days within 11.5 months

The working days per month will be agreed in advance based on the workplan and mutually agreed necessary adjustments could be made as per the work assignment. 

Official Travel:  Home-based assignment.  Travel is also expected to where/if SSC -learning site will be identified outside Bangkok or for any programme monitoring.

Qualifications or Specialized Knowledge/Experience Required:

• University degree in Public Health or other related area.
• Experience in developmental sector work with work experience projects and programmes coordination and development.
• Familiar in working on the health on HIV domain; especially EMTCT preferred.
• Background in working with NGOs / Government agencies among health sector in Thailand will be desirable.
• Strong networking and project management skills.
• High Fluency in English (reading and writing).
• Able to communicate fluently in Thai language is a must.
