This position is located in the Vaccine Centre at Supply Division reporting to the Contracts Manager, Vaccine and will be supervising one Procurement Assistant. 

Under the guidance of the Contracts Manager, the incumbent is responsible for planning, development and execution of strategic procurement of selected portfolio of vaccines, to ensure an uninterrupted, sustainable supply of affordable, quality product in support of country routine, campaign and outbreak response requirements. Conducts vaccine market analysis and manages funding requests, reports and procurement plans for campaign activities as part of Gavi, the Vaccine Alliance and antigen-specific partnerships. Conducts and contributes to analysis and worldwide market research and long-range forecasting, in order to achieve the most appropriate supply solution.

 

You will be accountable for:  

  1. Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual, and all other applicable procurement procedures.
  2. Issues international tender invitations to acceptable suppliers, evaluates quotations, clarifies offers, and negotiates with suppliers as appropriate.
  3. Makes recommendations for finalization of purchases, adjudicates offers in consultation with WHO, and internally Technical and Quality Assurance Centers. Prepares and defends submissions to Contracts Review Committee (CRC).
  4. Works closely with programmes and partners on issues of vaccine stockpile management including long term forecasting and planning of funding.
  5. Ensures adequate and coordinated planning of procurement and demand of vaccines during peak and campaign seasons.
  6. Performs market intelligence gathering and conducts written analyses in order to establish perspectives of future market conditions, potential funding and forecasting needs.
  7. As subject matter expert on market of selected portfolio of vaccines, responds and contributes to data requests from internal stakeholders and participates in meetings and external consultations, representing UNICEF's supply function of the specific portfolio of vaccines.
  8. Reviews material specifications and requirements with the Technical and QA Centers to ensure completeness and appropriateness.
  9. Conducts and facilitates contracts management to ensure supplier compliance to LTA's and purchase order terms and conditions.
  10. In partnership with WHO and internal Technical and QA Centers, evaluates suppliers with respect to delivery performance, product acceptability, and commercial acceptability.
  11. Establishes work plans and priorities, monitors achievements and evaluates performance of support staff.
  12. Any other duties or assignments as requested by the supervisor

Education

A completed Advanced University Degree (Master's Degree) in business administration, commerce, pharmaceuticals, law or other relevant technical field.

or

A completed 1st University Degree (Bachelor Degree) in business administration, commerce, pharmaceuticals, law or other relevant technical field as well as 7 years of relevant progressively responsible professional experience in strategic procurement may be accepted in lieu of advanced degree (Master's).

 

Work Experience

  • A minimum five years of progressively responsible professional experience, including at least three at the international level.
  • Experience in commercial activities with the public or private sector in developing and industrialized countries is required.
  • Knowledge of worldwide strategic procurement, contract negotiations and administration.
  • Experience in strategic procurement of medicines/vaccine/biological materials is considered an asset.
  • Experience in working with other international agencies is considered an asset.
  • Good knowledge of computer applications such as SAP, Microsoft tools, etc.

 

Languages

Fluency in English required. Knowledge of another UN language will be an advantage.
