BACKGROUND
The development of Water, Sanitation and Hygiene (WASH) in School in Indonesia has been rapidly changes for the last three years. Through UNICEF intensive supports, WASH in Schools has gradually been recognized by Ministry of Education and Culture (MoEC) as an important element in improving education quality. Following the WinS achievements in 2016, UNICEF has significantly contributed to strengthening of WinS profile in 2017. Several key milestones were achieved in 2017, such as  (1) the development of WinS Sustainable Development Goals (SDGs) profile, (2) the signing and endorsement of WinS roadmap, (3) the incorporation of Menstrual Hygiene Management (MHM) into School Health Program (Usaha Kesehatan Sekolah/UKS), (4) the incorporation of WinS as part of National Sanitation Development Acceleration Program or Percepatan Pembangunan Sanitasi Permukiman (PPSP), and (5) the improvement of national UKS team capacity in term of Behaviour Change Communication.

As a result of UNICEF advocacy, MoEC allocates substantial amount of government fund on WinS in 2018 through Dana Alokasi Khusus (DAK) or Special Allocation Fund. The total amount of DAK for WinS in 2018 is not less than 20 million dollars for primary and secondary schools. Regardless of WinS significant progress in the past three years, various challenges may hinder the realization of (SDGs) on WinS. For instance, WASH in Schools is overlooked and underestimated within the umbrella of School Health Program. Looking at these opportunities and challenges, UNICEF WASH unit wish to extend support to GoI with a WASH in School Officer national consultant.

Purpose of the assignment
Under the supervision of the WASH Specialist, supported by Chief of WASH, this consultancy work aims to deliver high quality technical support to MoEC and other related ministries on Wash in Schools. The consultant will provide technical assistance to MoEC, and related ministries in ensuring WinS is prioritized and well executed.

WORK ASSIGNMENTS
In general, the consultant will have two main tasks; provide, on a daily basis, technical support to MoEC in managing the WASH in Schools component and support the strengthening of the role of the Ministry of Religious Affairs, Ministry of Home Affairs and Ministry of Health in implementing WinS under the umbrella of UKS. In detail, the consultant is expected to:
1. Facilitate and ensure monthly WASH in Schools or UKS coordination meeting conducted
2. Continue to work closely with Ministry of Religious Affairs in advancing WASH in Schools
3. Support the bottleneck analysis on WASH in Schools workshop
4. Support the development of national UKS team capacity in managing UKS knowledge hub and UKS social media accounts
5. In collaboration with UKS consultant, provide technical support in the implementation of MHM in Tangerang and broader MHM advocacy
6. Support the establishment of UKS stratification system, dashboard and feedback mechanism
7. Support WASH Specialist to conduct advocacy to selected local government, private sector and Ministry of Village in widening the opportunity to tap various funding resource for WinS

OUTPUTS
1. Minutes of WASH in School monthly meetings submitted
2. Support WASH in Madrasah implementation
3. Bottleneck analysis workshop conducted
4. Knowledge Management strengthened
   - UKS website operationalized 
   - Two social media account activated and supported
5. MHM program implemented through UKS
6. UKS stratification system established.
7. WASH in Schools mainstreamed

To qualify as an advocate for every child you will have…

• University education in Public Health, Education, Sanitation Engineering, or a field relevant to international WASH related development assistance.
• Technical Knowledge of the theories, principles and methods in the following areas: WASH
advocacy, WASH guidelines development, WASH in schools, Knowledge Management, monitoring and evaluation, qualitative research.
• 3 to 5 years of relevant experience preferably in WASH sector development and particularly in WASH in Schools. 
• Strong experience in facilitating institutional strengthening, including developing a strategic plan, coordination and liaison with various government ministries.
• Good communication skills in Bahasa Indonesia and English both in writing and presentation skills. 
• Good writing skills.
• Computer skills, including internet navigation, teleconferencing, file sharing, and various office applications.
