Consultancy - UNICEF Technical Support in the South of Kyrgyzstan

Batken (Kyrgyzstan)

UNICEF Osh Zone Office (OZO) in Kyrgyzstan is seeking an Individual Contractor to coordinate the implementation and monitoring of the UNICEF-supported interventions in Batken and Jalalabad Oblasts

UNICEF Zonal Office in Osh (OZO) supports the Government of Kyrgyzstan at the sub-national level in its effort to realize the rights of children to survival, development, protection and participation, in line with the UNDAF (2018 -2022), CPD (2018-2022) and the Sustainable Development Goals. The office contributes to the provision of adapted services for children in the southern provinces of the country. It is in charge of daily field monitoring, programme implementation and direct support to Local Self Governments, District and Governorate levels. 

The contractor will contribute to Osh Zone office’s integrated programme for children and youth by delivering results primarily in Child Protection, Education, Early Childhood Development (ECD) and Health. The incumbent will be expected to provide specific coordination support towards UNICEF’s efforts to promote children’s inclusive access to quality education and health services, protection from abuse and violence, through rights-based and gender-sensitive approaches. Supports UNICEF’s implementing partners to design, implement and monitor their activities in line with partnership frameworks agreed with UNICEF. The contractor will be expected to help build and maintain synergies between UNICEF activities across sectors and translating them into cohesive and integrated interventions. The incumbent will liaise with the sub-national government authorities and target municipalities in consultation with the OZO Chief of Field Office, to make sure that children’s rights and well-being are duly integrated into policies and programming.   

In Batken Oblast, UNICEF also supports the Government with several initiatives in the area of Education and Early Childhood Development (ECD). For instance, multilingual education and civic education for peace and tolerance building, inclusive education, as well as modelling of ECD in peace-building and alternative ECD centres that would allow expanded care and learning opportunities for young children. 

 Scope of work and key tasks: 

 The individual contractor is expected to complete the following deliverables:  




Timeline and 



Child Rights monitoring  

  • Technical support is provided to sub-national government and municipality bodies in monitoring children’s situation and fulfilling their rights 

  • Duty bearers’ awareness, knowledge and practices in delivering the rights of children are monitored, reported back to UNICEF and partners and technical support provided;  



Child and Youth Friendly Local Governance in Batken and Jalalabad Oblasts 

  • Provide guidance to the target urban and rural municipalities in Batken and Jalalabad Oblasts in integrating child and youth issues in the local policies and decision making;  

  • Provide technical support to the sub-national structures under the State Youth Agency in putting processes and mechanisms in place for implementation of Child and Youth Friendly Local Governance  

  • Provide awareness raising of local institutions and individuals in charge of child and youth participation; 

  • Monitor and advise UNICEF’s implementing partners on the planning of specific YCFLG interventions and coordinating them with other sectors; 

  • Support the implementing partners and the Sport’s Youth Agency in raising public awareness on child and adolescent participation  



Organize meetings, campaigns and public advocacy events 

  • Meetings of the UNICEF Senior Management are organized and facilitated whenever necessary; 

  • The advice provided to the government’s sub-national bodies and municipalities on their public advocacy initiatives related to child rights; 

  • Substantial coordination support provided in organizing public events organized/supported by UNICEF; 

  • Human interest stories and scripts drafted for text and provided along with the photos;   



Support for project coordination in the field   

  • To support field coordination and implementation of UNICEF projects implemented in Batken Oblast;  



Quality assurance of the project interventions in the field  

  • Manage the quality assurance of youth-friendly centres, define and operationalize their sustainability Strategies, focusing on vulnerable young people, together with the government and civil society counterparts;  

  • Be responsible for research planning, implementation and reporting as per the Programme Monitoring and Evaluation frameworks; 



Support in the coordination of the project initiatives in Batken Oblast 

  • Provide daily support to UNICEF and UNICEF IPs in the coordination of the initiatives on cross-border cooperation for sustainable peace, youth and child-friendly LSGs, peace-building and reconciliation projects, Education/ECD projects together with the government and civil society partners, building on UNICEF mandates in education, child protection and youth empowerment; 



Technical support to project implementation in the field    

  • To make technical inputs to projects under PBF Immediate Response Facility: on cross-border cooperation and gender in peace Initiatives;  

  • Liaise with the partners among UN Agencies, civil society organizations and the Government to ensure synergies; 



Act as a focal point of UNICEF Osh Zone Office in the field  


  • Regularly attend, monitor and evaluate project activities to identify and report on any delays or changes related to implementation plans, discuss with the local teams how to overcome them and to modify plans accordingly; 

  • Capacity building and utilization of new knowledge and research into both the program design, as well as into projects implemented jointly with the counterparts; 



Working with other UN Agencies for delivering joint results  

  • Work with other UN Agencies in Batken Oblast to formulate sector priorities using analysis, then develop objectives and activities that directly support the realization of the strategic priorities; 

  • Identify and establish contact with all relevant stakeholders, including representatives of rights holders and duty bearers ensure utilization of participatory and community-based approaches in sectoral needs assessments, analysis, planning, monitoring and response;  



Coordination of the project implementation with IPs in the south and timely monitoring  

  • Draft work-plans, reports, technical inputs and other relevant documents for the peace-building and cross-border programmes as required; 

  • Develop M&E plans together with IPs;  



Represent UNICEF OZO in the meetings with partners in the field   

  • Be UNICEF focal point in relevant meetings, seminars, trainings and conferences when required; 

  • Provide other support necessary if needed for smooth implementation of the programmes in south of Kyrgyzstan;  


Reporting and supervision:  

The Individual Contractor will be based in Batken Oblast and will work under the direct supervision of Head of Osh Zone Office and in close collaboration with other Programs Section colleagues of OZO and CO.  

Qualification/level requirements: 

  • Academic qualifications – university degree in development studies or related field; 

  • Minimum 3 years of experience of coordinating protection and peace-building interventions with various stakeholders (UN, governments, civil society, I/NGOs etc.); 

  • Experience in the context of Kyrgyzstan and Tajikistan cross-border cooperation activities is an asset; 

  • Field experience in mobilization and capacity building of civil society organizations in youth and adolescent’s development, participation and protection in complex context;  

  • Experience in knowledge generation and sharing in the field of youth and adolescence development; 

  • Good understanding of the concepts, tools and methods to advance gender equality and the empowerment of women and girls throughout project management cycle; 

  • Ability to work independently and as part of a team; 

  • Ability to work effectively in a multi-cultural environment;  

  • Sets high standards for quality of work and consistently achieves project goals;  

  • Excellent verbal and written communication skills in English, Russian and Kyrgyz are required. Knowledge of other local languages such as Tajik, Uzbek is an asset. 

Duty station and travel:

Batken, Kyrgyzstan with frequent travels to the province districts as per the below time schedule:  





























Duration: 11 months 

Payment Terms: 

As a general principle, the fees payable to an Individual Contractor or individual contractor shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.  

The Individual Contractor   / individual contractors are required to indicate their all-inclusive fees (including lump sum travel and subsistence costs, as applicable) for the services to be provided.  

If UNICEF determines that the Individual Contractor needs to travel in order to perform his or her assignment that travel shall be specified in the contract, in cases where travel costs have not been set out in the individual contract, the Individual Contractor is expected to submit, within ten days of completion of a specific travel, a voucher for reimbursement of travel expenses to the appropriate Operations / Human Resources manager.  

Reimbursements shall only be processed if travel was duly authorized in the individual contract or by an authorized manager of the contracting division or office, in writing and prior to the travel. Consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance. 

Daily subsistence allowance costs for field visits shall not exceed the DSA rates as per Interoffice memo on harmonized inter oblast DSA rates recommended for project personnel, local consultants, experts and national implementing partners.  

Consultants and individual contractors traveling on behalf of UNICEF must meet the standard trip prerequisites, including but not limited to Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver (see Annex 1). Trip prerequisites will be met at the expense of the consultant.  

The Consultant will be paid upon submission of progress reports reflecting successful completion of the above deliverables. 

Note: In all cases, consultants may only be paid their fees upon satisfactory completion of services. In such cases where payment of fees is to be made in a lump sum, this may only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect, and any advance on the lump sum may not exceed 30% of the fees. In such cases where payment of fees is to be made in installments, the final installment may not be less than ten per cent (10%) of the total value of the contract and will only be payable upon completion of the services to UNICEF’s satisfaction and certification to that effect.

The current contract does not cover overtime compensation, medical insurance, taxes coverage, no annual and sick leaves are assumed.
