Syria/MENA Program

ICMP Syria/MENA program aims to establish the foundations for an effective and sustainable mechanism to address the issue of the missing in a future post-conflict Syria. The program will focus on

1) contributing to increased understanding among victims, civil society and key stakeholders regarding processes, standards and rights of victims and survivors who are involved in accounting for missing persons;

2) establishing the conditions to launch a participative process of data collection that empowers and engages families of the missing; and

3) increasing the capacity of Syrian families, legal experts and other stakeholders to foster an impartial and law-based approach to accounting for missing persons in post-conflict Syria.

The primary beneficiaries of the Syria program are families, in particular women, with relatives missing from the conflict, who are currently displaced in neighboring countries and, also where possible, those who are still in Syria.

ICMP has three Data Coordination Officer positions open at its office in Hamra, Beirut. One position is for Lebanon, and the other two positions will be roving positions covering Turkey, Jordan, and Iraq (Erbil and the KRI region).

The Data Coordination Officer assists in the implementation of ICMPs strategies to support the establishment of data collection process on persons that went missing as a result conflict in Syria. This position serves as a focal point in between ICMP and the Civil Society Organizations (CSOs) that have signed the Data Partnership Agreement. This position will provide direct support, monitoring and shall give guidance to the CSOs in data and reference collection, data entry as well as data analysis, as per the relevant guidance and best practices in place at the ICMP.

Under the overall guidance and supervision of the Head of the Data Coordination Division, the duties of the Data Coordination Officer will include, but may not be limited to:

• To identify and to support in the identification and the assessment of potential Data Partnership Organisations;
• To take lead and to assist in creation of Project Implementation Agreements and to ensure proper implementation of activities and other obligations as per the project agreements;
• To design, conduct and assist training programs for the relevant Data Partnership organizations, as well as ICMP staff, in processing of data, reference collection and in use of ICMP iDMS software application;
• To act as a focal point for the data processing under the Data Partnership Agreement and to provide relevant support, coaching, mentoring and monitoring throughout the project duration;
• To conduct and to coordinate activities during the data collection campaigns, including reference sample collection, and to ensure proper implementation of protocols and best practices in place;
• To report and to contribute to the preparation of relevant internal and external reports and correspondence, as well as to assist the CSOs in preparation of relevant reports in line with the Implementation Agreements;
• Other duties as assigned.

Requirements

• Advanced university degree in relevant discipline - Social Sciences, Computer Science, Mathematics or related discipline is desirable;
• At least three to four years of relevant experience in working on large data sets, data collection and data analysis;
• Proven experience in the design and delivery of capacity building, training and mentoring;
• Proven experience in documentation of human rights violations or working directly with the victims;
• Demonstrable conceptual, analytical, documentation and presentation skills, including report writing;
• Prior experience or in-depth understanding of the Syria conflict and the region is an advantage;
• Excellent planning and prioritization skills, including the ability to think and operate strategically;
• Proficiency in written and spoken English and Arabic/ Turkish or Kurdish is desirable;
• Experience working with international organizations.

• Willingness & ability to travel and to work flexible hours including weekends and evenings;
• Legally entitled to work in Lebanon (Lebanese citizens).

This is a full time position with a competitive base salary at the LES 5 level on the ICMP MENA/Syria Program salary scale, generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent.

This is a locally engaged position and is not entitled to the expatriate allowances.
