CONTEXTUAL BACKGROUND

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. At work today in over 40 countries and 22 U.S. cities, we improve outcomes in the areas of health, safety, economic wellbeing, education and power.

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with 2.1 million in hard-to-reach areas. There are 5.6 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and an expanding portfolio, supported by more than 1,800 staff in the region, IRC is undertaking programs in Syria and Iraq as well as in refugee-hosting countries of Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, cash assistance, and livelihoods programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination

Job Overview/Summary:

IRC aims at mapping effective alternative Communicating with Communities (CwC) systems and trusted mechanisms that reach Syrian refugees in Jordan. Core activities include dissemination of information, participation in focus groups discussion and community activities, data collection and capacity building of community members. The CBP Officer will report directly to the Sr. Integrated Protection Coordinator, and work collaboratively with the Senior CP Manager,

Major Responsibilities

  • Perform outreach activities in Jordan areas covered by the project
  • Be fully informed about community structures and the protection and security situation of the population of concern and develop strong links with a cross-section of members of refugee/IDP/stateless communities, using a multi sectorial approach.
  • Ensure through direct action and advocacy with senior management that the necessary resources are allocated to enable community work to identify and address protection and assistance gaps.
  • Coordinate the design, implementation and evaluation of protection related programming with implementing and operational partners guaranteeing that community-owned activities are integrated.
  • Support communities in establishing representation and coordination structures
  • Participate in needs assessments, focus group discussions, awareness raising and information activities,
  • Collect data and fill assessment forms
  • Protection incidents and needs are immediately identified and addressed through direct intervention, advocacy and public exposure.
  • Ensure proper documentation of data collected
  • Ensure that all relevant financial documentation is completed accurately as required by IRC finance policy
  • Other duties as assigned by the supervisor

Position Reports to:Sr. Integrated Protection Coordinator

Position works closely with: Senior CP Manager, MEAL Coordinator and Budget & Reporting Manager


Qualifications

Education:

University degree (equivalent of a BA/BS) in International Development, Cultural Studies, Human Rights, International Social Work, Social Science, Political Science, Anthropology, International Law or other clearly related disciplines

Work experience:

Minimum of 3 years working experience in the field of protection conducting awareness raising and community information sessions

Capacity to work in a team with flexibility to take on additional tasks, as needed

Experience in working with communities (monitoring, training)

Demonstrated knowledge of community communication and engagement approaches

Fluency in written and spoken Arabic and English

Demonstrated Skills and Competencies:

  • Ability to handle multiple tasks; proven self-initiative, problem solving abilities, and strong organizational and communication skills;
  • Strong interpersonal, presentation skills;
  • Strong understanding of the Core Humanitarian Standards and data protection principles;
  • Experience in working with NGOs and/or humanitarian emergencies;

Language Skills:Fluency in written and spoken Arabic and English
