Job Description

USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon awarded to Word Learning.  The International Rescue Committee (IRC) will lead the social and emotional learning (SEL) component of the program. The SEL Lead will be responsible for driving the technical development and roll out of SEL component of the QITABI 2  program, working in close collaboration with the consortium lead, government stakeholders, and other partners. He/she will provide strategic direction, leadership and overall technical management of SEL activities within QITABI 2, including the creation of an overarching SEL strategy, and ensuring alignment withoverall consortium objectives. He/She will be working in close collaboration with the IRC Education Coordinator, World Learning consortium lead and other consortium partners’ leads, government stakeholders, and partners.

Specific Responsibilities:

Specific responsibilities include, but are not limited to, the following:

SEL Content and Strategy Development and Implementation

  •  Provide technical leadership to conduct desk research, development, assessment and monitoring of SEL activities.
  • Development of an overall strategy to integrate SEL within QITABI 2 activities
  • Lead the development strategy for SEL content for use with children, teachers, and communities
  • Lead the development strategy of content to improve classroom and school climate through healing spaces
  • Develop SEL content for school leaders, such as principals and administrators
  • Development of materials and a strategy for community engagement for SEL, including integration of SEL in parent reading circles
  • Work with IRC Technical Unit specialists to contextualize and adapt global and country-specific materials
  • Lead in the prototyping and testing of SEL framing, SEL content, and multimedia public service campaigns
  • Review and share program-specific tools / resources / curricula

Capacity-Building and Coordination

  • Proactively collaborate with QITABI 2 lead World Learning, government stakeholders, and other partners to ensure SEL integration and links throughout the program, and provide SEL technical support as needed
  • The development of a strategy and materials to build capacity related to SEL within the consortium and government, including capacity building of CERD trainers and DOPS counselors at the national level
  • Manage and support teams with implementation of SEL materials

Monitoring, Assessment, and Research

  • Development of strategies for testing, piloting and tracking use of existing and newly developed materials
  • Refining of SEL materials based on learning from tracking and monitoring the use of developed materials
  • Development of SEL assessment tools and related training, in close collaboration with Qtabi 2 partners and IRC global technical units
  • Work with consortium colleagues to help analyze data that inform periodic review and course correction

Management

  • Support the provision of ongoing supervision, leadership, training andtechnicalsupportto programstaff
  • Build capacity of the team in the different selected program methodologies, and provide ongoing support and ongoing coaching of staff to ensure high-quality program implementation.
  • Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
  • Ensure that Education staff adhere to best principles. Foster a team spirit to encourage quality programming.

Key Working Relationships:

  •  Position Reports to: Education Coordinator (IRC); dotted line Chief of Party of Qitabi 2
  • Position directly supervises: IRC SEL team (up to 6 staff), as well as consultants as required.
  • Other Internal and/or external contacts:

Internal:Regular communication with QITABI 2 team, other consortium members, and the IRC Education Coordinator, IRC Lebanon team and IRC global technical advisors,

External:Serve as SEL lead in consortium-related meetings and representation of IRC in QTABI 2. Upon request, participate in global meetings and academic forums with donors, other non-governmental organizations, inter-agency groups and foundations.


Qualifications

Education:

  •  Master’s/post-graduate degree in education, developmental psychology or relevant field or equivalent combination of education and experience is required.

Work Experience:

  •  A minimum of 10 years in implementing and/or managing education programs is required, with a focus on SEL, in Lebanon.
  • SEL technical tools and materials development and capacity-building is required.
  • Monitoring and evaluation and research experience is highly desired. 
  • Demonstrated experience working on donor funded projects with similar scopes of work. 
  • Demonstrated knowledge of USAID rules and reporting requirements.

Demonstrated Skills and Competencies:

  • Demonstrated expertise in SEL, program design and implementation, monitoring and evaluation, with the ability to turn concepts and strategy into measurable action. 
  • Strong verbal and written communication skills. 
  • Demonstrated commitment to renewing and maintaining currency with best practices.
  • Experience working in a consortium is highly desired.

Language Skills:

  •  Fluency in Arabic and English required.  
  • Proficiency in French is an advantage.

Working Environment: This position will be based in Beirut, Lebanon, with up to 30% travel within the country required.
