Assistant (Finance)

OBJECTIVES OF THE PROGRAMME

The objective of the WHO Bangladesh Country Office is to implement the Country Cooperation Strategy by supporting the Bangladesh Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies inappropriate and sustainable ways. The Country Office develops a two-way collaboration with the Government of Bangladesh in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation,setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. The overall Objective of the Administrative Unit within the Country Office is to provide core services to facilitate programme delivery in all aspects of administration & financial operations, including budget,HR Fellowships, Procurement, Security, Transport and Building Management ensuring efficient and smooth functioning of the Bangladesh Country Office. The Budget and Finance Sub-Unit will provide centralized quality Financial control, accounting and budgetary support to the Bangladesh Country Office through monitoring financial and accounting data, analyzing and reporting and providing technical advice to enable effective management of funds in the most effective and efficient way possible.

DESCRIPTION OF DUTIES

Under the direct supervision of the Administrative Officer and general supervision of the WR Bangladesh, the incumbent will be responsible to assist in day to day bookkeeping operation of WHO finance unit as defined by Section XII of the e-manual.In addition, following tasks shall be performed in accordance to the available guidelines with complete accuracy and timeliness\:

1. Assist in verification and screening of all operational expenses and financial requests in line with facts/supporting documents to ensure completeness of evidence as per internal control framework of WHO;

2. Record expenses into books of accounts through preparation of eImprest vouchers.

3. Assist in keeping strong track over all outstanding and advances given to WHO personnel and field offices;

4. Dispatch following payments through cash or bank transfers after taking necessary approvals as per delegation of authority\:
- Invoices of supplier of goods and services;
- Field office replenishments, utility & fuel bills, accounts payables and other payments as instructed by GSC;
- Salaries, travel claims, trip expenses, over times, bonuses, leave encashments and other WHO personnel related expenses;

5. Maintain proper internal control procedures while dealing with cash and bank disbursements.

6. Assist in preparation of financial statement (SOE reports, bank reconciliations, cost summary, budgetary breakdowns and as required);

7. Assist in the filing process of official documentation to ensure every transaction is properly documented and organized as per compliance guidelines;

8. Assist in performance of other activities of the finance unit in the absence of the staff in charge;

9. Perform other duties as and when instructed by supervisor, including provision of support to other areas of the organization, as required;

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary,technical or commercial school.

Desirable\: Training in book-keeping, accounting and computer applications;University Degree in finance or accounting or administration and finance would be an asset.

Experience

Essential\: At least three (3) years of progressively responsible experience in accounting, finance and/or budget activities.

Desirable\: Experience in UN/International Organization would be an advantage. Experience in Oracle based or other ERP system would be an added advantage.

Skills

Thorough knowledge of general financial and accounting procedures; Familiar with Bangladesh banking system; Knowledge of financial support issues and requirements and modern office procedures and practices. The incumbent keeps abreast of changes in procedures and practices, rules and regulations, and WHO organizational structure; Familiar with financial reporting criteria;Ability to draft correspondence;Update knowledge of office technology gained through technical training and work experience; Ability to build relationships with a variety of individuals across functions; Ability to handle work in a timely and accurate manner with tact and discretion, as required. Ability to maintain in-house courses, on-the-job training and/or self-training.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at BDT 1,034,079 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
