DRC is seeking to recruit a dynamic and capable Camp Management Manager to join our strong and dedicated team in Rakhine State, Myanmar. 

 Who are we? 

DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, Northern Shan and Kayah. 

In 2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000 persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities target these IDPs, as well as other local vulnerable populations such as host villages and isolated villages. DRC implements a multi-sector response, including camp management, GBV, Child Protection, Livelihoods, Protection, and WASH in Sittwe, Pauktaw, Kyauktaw, and Mrauk-U Townships in Rakhine. 

DRC/DDG Myanmar currently employs over 380 national and 30 international staff and operates from eight operational offices. The main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, DANIDA, DFAT, and SDC. 

 Overall purpose of the role:

The Camp Management Manager is directly responsible for the Rakhine CCCM intervention.  This entails leading on high quality and timely deliveries, narrative reporting and financial overview, close cooperation with donor, government and coordination mechanisms on-site and synergies with other DRC interventions in the region.

The Camp Management Manager reports to the Area Manager of Rakhine and oversees as direct supervisor a mixed team of one international Team Leader, two national Team Leaders, and 1 office assistant (and a larger number of indirect reports, both DRC staff and incentive workers). The CCCM projects will be coordinated from the main office in Sittwe, but will count on a number of satellite offices in the camps for programme implementation.

 

Main Responsibilities  

Technical management of sector projects

  • Identify priorities and technically assist the projects
  • Maintain close relationship with key leadership structures in all targeted camps to ensure adequate understanding of community dynamics
  • Manage the Camp Management Team Leaders, and ensure that a robust participatory approach is implemented in the camps, with a particular focus on community based groups and community outreach
  • In close collaboration with the leadership structures, improve capacity and accountability of Camp Management Committees
  • Conduct shelter assessments in the camp and oversee shelter implementation works in DRC-managed camps in coordination with engineering staff.
  • Improve on existing contingency planning in relation to DRR & fire response, as well as identify further contingency planning needs within DRC-managed camps
  • Identify beneficiary information needs and provide guidance to national staff in developing information and awareness-raising materials and activities with beneficiary participation
  • Chair the field and Sittwe level coordination systems for all humanitarian actors present in the target camps, with participation from beneficiaries and community based groups
  • Maintain the centralized Complaints Response Mechanisms within the DRC managed camps, ensuring the complaints are analysed and trends identified and communicated to service providers and relevant stakeholders
  • Improve data collection tools for ensuring accountability to humanitarian standards by service providers, CCCM, and other stakeholders
  • Design and lead the implementation of assessments for relevant topics
  • Maintain and strengthen links with other DRC sector teams, particularly protection
  • Coordinate, assess and implement maintenance of communal infrastructures
  • Overall responsibility for implementation of CCCM projects, including budget reviews and expenditure, indicator tracking and preparation of donor reports.
  • Ensure that all operational, financial and logistics procedures are followed according to DRC operations handbook and donor guidelines for CCCM projects. Ensure full donor compliance for all CCCM activities and procurements (in collaboration with support services and grants/funding teams)
  • Lead on preparation of proposals and strategic documents related to DRCs CCCM programme
  • Responsible for implementation, monitoring, supervision of national staff and community-based volunteers, and regular progress reporting

     

    People Management

  • Lead and manage the CCCM team (including people planning, performance, well-being and development
  • Staff capacity building especially on camp management principles
  • Directly line manage direct reports, and provide supervision and guidance to entire Camp Management team
  • Develop training materials for beneficiary capacity building, conduct training of trainers for national CCCM staff and provide support in delivering training sessions to beneficiaries

    Monitoring, reporting and development

  • Develop program monitoring tools, working in close collaboration with MEAL team
  • Quality control and site monitoring to ensure that services provided are according standards
  • Program monitoring as per expected outputs and outcomes
  • Monitor financial spending and budgets
  • Prepare donor and management reports in collaboration with funding/grants team
  • Continuously update project documentation and files, and ensure efficient filing/good record keeping
  • Work closely with CD, Area Manager and the Grants unit to develop quality proposals, concept notes and budget
  • Develop and undertake needs assessments to inform program design and strategic direction. Conduct frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems

     

    External coordination and representation

  • Share relevant project information with stakeholders
  • Contribute to and support the CCCM cluster, inclusive of strategy, modality of implementations and tools
  • Represent DRC to donors and other stakeholders regarding CCCM related issues, including representation at meetings and managing visits to field as appropriate.
  • Maintain and develop coordination with appropriate Government and local authorities at all levels relating to CCCM
  • Participate in other relevant sectoral and other external meetings as required, and/or requested by Area Manager
  • In coordination with protection team support advocacy initiatives relevant to durable solutions for affected populations in Rakhine. Work with Area Manager, Country Director and other technical programme teams, to ensure consistent advocacy/messaging from DRC at all levels and in all coordination bodies.

 

As Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

About you

To be successful in this role you must have the following;

Experience and technical competencies

  • 3 years of work experience in emergency and humanitarian response operations on displacement related affairs, preferably in camps and camp-like situations and/or coordination
  • At least 2 years of direct experience in camp management
  • Demonstrated ability to manage national and expatriate staff
  • Demonstrated responsibility for managing budgets and expenditures
  • Experience of working with relevant donors including UNHCR and ECHO including preparation of proposals and reports
  • Experience of representation in cluster system and other relevant forums
  • Demonstrated experience of responsibility for ensuring compliance with organisation operational, logistic and financial procedures.
  • Successful completion of CCCM trainings
  • Have a calm, patient demeanor with the ability of confronting stress in constructive ways
  • Demonstrated skills as a trainer/capacity builder
  • Demonstrated intercultural sensitivity
  • Documented mid-level/senior level management experience
  • Systematic mind-set and capability of implementing changes
  • Knowledge of ODK
  • Must be proficient in excel
  • Experience of managing shelter activities in camp setting a bonus

    Education:

  • Master's degree (e.g. political science, international development, or economics)
  • Relevant work experience (additional work experience may compensate for Masters degree)
  • Relevant experience in camp management
  • Additional camp management qualifications

We offer

  • Contract length: 15 months (1st October 2019 to 31st December 2020)
