ORGANIZATIONAL CONTEXT

Technology and connectivity are rapidly reaching the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, the World Food Programme (WFP) has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming the core elements of an end-to-end digital business process.

JOB PURPOSE

This role will be instrumental in driving WFP’s digital transformation, providing leadership and managerial support to the Business Architecture, Digital Infrastructure, Enterprise Architecture and Solutions Architecture functions. This role will report to the Chief of Digital Transformation Services. Focused on driving unified cohherent, flexible and market leading standards, this role convenes and collaborates closely with all branches in the Technology Division (TEC) to strengthen WFP's digital future. Through the leadership of small, expert team of architects, this role will be responsible for:

KEY ACCOUNTABILITIES (not all-inclusive)

1. Deliver actionable technology recommendations to Digital, Business and IT leaders, so they can adjust roadmaps and projects to achieve strategic priorities;

2. Be the keeper of WFP’s enterprise, business and technology architecture artefacts.

3. Ensure alignment between the organization’s business and technology strategy, in collaboration with the Business Engagement Managers;

4.Identify and propose new and emerging technologies to new and evolving business and operating models;

5.Evaluate third-party suppliers, products and solutions and engage in/leading collaborative discussions within TEC and across the business;

6. Oversee the definition and continuous update of Technology Architecture guidelines, standards, and tools;

7. Co-lead the assessment, requirements and recommendations for WFP’s ERP roadmap;

8. Serve as a thought leader in digital platforms and solution architecture;

9. Research and understand technology and non-technology trends;

10. Lead a team of architects and influence digital business initiatives.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • At least 11 years of post-graduate progressively responsible professional experience in business systems analysis, design and development.
  • At least 8 years of experience in leading, managing and mentoring team members’ growth and performance.
  • Experience in the humanitarian context is an asset.
  • Has experience architecting large digital platforms with modern, open source technologies;
  • Has experience with digital roadmaps and enabling architecture, platforms and solutions to digitally transform an organization;
  • Has aligned IT strategies with business strategies and requirements.
  • Has managed large projects requiring innovative recommendations and approaches, at Headquarters and field.
  • Has built strong relationships with internal and external partners to identify key business issues and identify new/improved IT solutions and services.
  • Has participated in the development of IT governance strategies, policies and system architecture at a HQ and field level.
  • Has developed or assisted in the development of strategic IT plans.
KNOWLEDGE & SKILLS
  • Ability to grasp and document an enterprise-wide view of an organization and varying degrees of appreciation for strategy, processes and capabilities, enabling technologies, and governance;
  • Ability to apply architectural principles to at the enterprise view to the business solutions view;
  • Ability to assimilate and correlate disconnected documentation and drawings, and articulate their collective relevance to the organization and to high-priority business issues;
  • High caliber negotiation and motivational skills, with the ability to influence at senior levels within and beyond the organization;
  • Excellent relationship building, collaboration and communication skills;
  • A proven record of delivering complex projects whilst working under pressure, managing stakeholder expectations throughout;
  • Ability to lead, coach and motivate diverse teams and deliver effectively through others to achieve results.
STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

TERMS AND CONDITIONS

The selected candidate will be employed on a fixed-term contract with a probationary period of one year. He/she will be required to travel abroad sometime to remote and difficult locations.

Mobility is and continues to be a core contractual requirement in WFP. These positions are rotational which means that the incumbent shall be subject to the regular reassignment process unless the position is reclassified as non-rotational. Professional level positions are rotational on a period of 2 to 4 years, mobility is the essence of WFP.
