STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in one of the following fields: social sciences,        

statistics, development economics, epidemiology, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

Minimum of three years of professional work experience in areas directly related to monitoring and/or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods. Experience in working in international development or humanitarian sector is a preferable but not essential.

Knowledge & Skills:

The post requires strong technical skills on monitoring methods, data analysis skills. Professional SPSS skills is mandatory, knowledge of other statistical packages and software (STATA, SAS, R, Python, Tableau, etc..) is desirable; facilitation and teaching skills to run training on data analysis and statistical packages; and excellent communication skills.

Languages:

Fluency (level C) in English and Arabic languages

ORGANIZATIONAL CONTEXT

These jobs are found primarily in Country and Field Offices and report to the Deputy Country Director, Head of Programme or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation. Job holders are likely to be part of a team where senior support is readily available and may supervise a small number of junior staff to ensure that activities and project objectives are achieved in full.

JOB PURPOSE

The Regional Monitoring team is providing technical support and oversight to 17 countries during their implementation of the Country Strategic Plans (CSP). The team guides and ensures that the CSP Monitoring, Review and Evaluation plans will provide the most relevant and strategic information toward achieving expected results, while being compliant with WFP corporate monitoring and evaluation requirements.

Particularly for this position, the regional Monitoring and Evaluation (M&E) officer will focus on methods and analysis used for project monitoring purposes, which includes capacity building of M&E staff at regional and country level. In the past years, the monitoring team has invested in developing Country Office (CO) M&E staff capacity to conduct advanced monitoring methods. This position should continue supporting the CO’s to use appropriate monitoring designs to improve the relevance of monitoring data to guide programmatic decisions.

Due to the regional nature of the position, the Regional M&E Officer (methods & analysis) is expected to travel to the countries to provide hands-on support. Duration and frequency of such missions is based on demand and M&E activities in those countries.

KEY ACCOUNTABILITIES (not all-inclusive)

General accountabilities to the M&E function

  1. Support RBC country offices to implement the WFP Corporate Results Framework (CRF) including roll-out and training to country offices (COs).
  2. Contribute and support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products. 
  3. Support at Country Strategic Plan (CSP) design stage the development of a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks. 
  4. Build M&E capacity of WFP staff and partners through delivery of technical trainings, information sharing and on-the-job trainings.
  5. Build WFP M&E staff capacity on basic and advanced data analysis techniques using SPSS software and other statistical packages (when applicable) 
  6. Provide inputs to the formulation of the Regional Monitoring and Evaluation Strategies and support their operationalization. 
  7. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of people with disability, girls, boys, women and men.

OTHER SPECIFIC JOB REQUIREMENTS

Specific to the function 

  1. Provide technical support to the country offices to conduct outcome monitoring surveys and data analysis including support in sampling, data collection and analysis using simple and advanced monitoring techniques.
  2. Provide technical review for CO reports including M&E reports and results section of the annual country reports.  This includes support to logframe development.
  3. Oversee the remote monitoring and evaluation (rM&E) regional initiative including following-up the long-term agreements with research and third-party monitoring companies. 
  4. Provide day to day M&E technical support to CO’s, including in-country and/or surge capacity mission when required.
  5. Support the development and validation of the corporate and country specific outcome indicators (when applicable).
  6. Any other duties as required.

• Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partners.
• Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs.
