How can you make a difference?

Title:   National Consultant - Call for WASH Consultant (ROSTER)
Duty Station:   Multiple locations with trips as requested by UNICEF
Type of Contract:   Individual Consultancy (Special Service Agreement)
Timeframe: The consultant pool will be valid for 1 year with extension after reviewing the utilization of the consultant.
Estimated start date: Depend on the needs between the period of August 2019 – July 2020

BACKGROUND
Indonesia is currently on track to reach the SDGs for Open Defecation by 2030 and the country enjoys a relatively high rate of improved water supply and sanitation. Despite this progress, over 25 million people still openly defecate in Indonesia, of which one fifth are in urban areas.  If the more stringent conditions of the SDG targets for WASH (safely managed) are applied rates of access drop dramatically, indicating serious issues with water quality and functionality of both water and sanitation services. In a better performing urban center of Indonesia, findings demonstrated 89% of water sources and 67% of household drinking water to be contaminated with fecal bacteria. Similarly, only 1% of wastewater in Indonesia is treated, suggesting that elimination of open defecation is not enough to ensure public health and safety of water supply.

Furthermore, as one of the most disaster-prone countries in the world, with climate change exacerbating the frequency and impact of these disasters, services and strategies are key in reducing the vulnerability of children and communities disproportionately affected by poor services and unhealthy environments. As disasters are increasingly urban in nature, this requires approaches that transcend urban rural divides to mitigate the impacts on children.

Indonesia is committed to achieving Sustainable Development Goal 6: Ensuring access to water and sanitation for all by 2030. Moving up the service ladder to achieve universal access to sustained services, new approaches are needed ranging from behaviour change and demand creation to eliminate open defecation, to providing access to equitable financing and appropriate technologies for fecal sludge management for safely managed sanitation. Innovations in technology, financing, service provision, including developing monitoring and benchmarking systems are urgently required. Furthermore, strong national systems, effective sector institutions, a firmed accountability framework and strong partnerships with wider stakeholders are crucially needed as a pre-requisite for the long-term sustainability of WASH services.

UNICEF will continue to play a significant role in supporting the government toward achievement of SDGs targets. In line with the Global Strategy for Water, Sanitation and Hygiene 2016-2030, UNICEF will focus on water, sanitation and hygiene in households and institutions, with two overarching objectives, which align with the first two SDG 6 targets:
• By 2030, achieve universal and equitable access to safe and affordable drinking water for all;
• By 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations. 

Looking at these opportunities and challenges, UNICEF WASH unit wish to recruit various WASH National Consultant positions.

PURPOSE OF THE ASSIGNMENT
