Background:

The Danish Refugee Council (DRC) / Danish Demining Group (DDG) are an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC/DDG is a non-governmental, non-political and non-religious organization and, in DRC/DDG, people’s right to a life with dignity is central to all that we do. DRC/DDG has been operating in Myanmar since 2009, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs, livelihood support, humanitarian mine action and community assistance. The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.

To support and strengthen the DRC / DDG programme in Myanmar we are looking for highly motivated and capable candidates to fill the position of

 

Livelihood Team Leader (1 post)

Duty Station:                  Bhamo in Kachin, Myanmar

Reporting to:                  Livelihoods Manager

Direct reports:                Livelihoods Assistants

 

The overall purpose of this position

Day-to-day supervision of the livelihoods team and programmes and ensuring achievement of project objectives and outputs (targets), reporting and coordination with other agencies, INGOs/Local NGOs in the DRC/DDG target area in Kachin State.

 

Main Responsibilities

  1. Team Leadership
    • Ensure detailed planning for activities implementation as well as monitoring of implementing activities;
    • Lead the livelihood team members to ensure that staff carry out their duties in accordance with their job descriptions and guidelines;
    • Conduct regular team meetings and provide continues guidance to the Livelihood team members;
    • Prepare monthly forecast for livelihood programmes and monitor livelihood budget;
    • Ensure program activities are carried out in accordance with relevant DRC standards and guidelines and in coordination with relevant stakeholder in the field;

       

  2. Management of livelihood programme including planning, implementing and monitoring activities.
    • Supervise day-to-day livelihood project activities;
    • Responsible to develop yearly livelihood plan and monthly plan;
    • Manage project activities to ensure the work plan is followed with agreed methodology and quality and in line with project objectives;
    • Provide livelihood technical support to project staff and beneficiaries;
    • Conduct field visits to IDP communities to identify livelihood needs;
    • Support IDP's in planning of new income-generating activities;
    • Organise and deliver trainings for community members/groups in income generation and small-business development;
    • Assist and provide support to the livelihood team delivering training;
    • Monitoring livelihoods activities referring any challenges faced in implementation;
    • Support joint monitoring visits with other implementing partners;
    • Contribute to writing new proposal/activities focused on livelihoods;
    • Liaise with Admin, Finance, and Logistics staff in organizing and planning of livelihood assistance delivery;
    • Ensure coordination with other livelihoods partners in the field;
    • Facilitate and follow-up on timely organisation of logistics and procurement requirements;

       

  3. Reporting and Coordination
    • Provide monthly reporting of the livelihoods programmme to Livelihoods Coordinator;
    • Provide oral and written reports on livelihoods activities - as contribution to internal and external reports;
    • Regular reporting and updating on livelihood programme during weekly meeting, coordination meeting and relevant stakeholder meetings;
    • Daily coordination and update on activities implemented with the Livelihoods coordinator;
    • Ensure that livelihood team is well informed about the programme objective, targets and approach etc;
    • Regularly inform line manager (Livelihoods Coordinator) or AM/Program Support Manager on the activities and challenges faced during the implementation of livelihoods activities;
    • Keep accurate data records, livelihood documents/forms used (Grant application forms, business plan collected, technical evaluation forms, skills training application forms, monitoring forms, list of participants to the training etc) in soft copy (ensuring back-up) and hard copies;
    • Act as technical focal point at field level for local authorities and other humanitarian organizations as necessary;
    • Establish and maintain relationships with community representatives, government counterparts, and other humanitarian agencies on the livelihoods sector ensuring transparency and coordination;
    • Coordinate regular team planning meetings (TPMs) and review meetings with livelihoods team members;
    • Assist in the effective and regular coordination with the partners;

       

  4. Others/HR
  • Accountable for team management of assistants: Performance management, hiring/firing and development of staff,
  • Ensure compliance with relevant international and national standards as well as DRC/DDG Standard Operating Procedures (SOP);
  • Provide timely induction to new livelihood assistants on the Livelihood programme.

Perform any other relevant tasks as requested by Line Manager and / or Area Manager.

 

Qualification and minimum requirement

  • Previous humanitarian experience with an INGOs, or Local NGO;
  • Previous experience in the same position for at least 2 years;
  • Experience of implementing and monitoring livelihood programmes;
  • Experience of implementing income generating activities (IGAs), Technical and Vocational Education and Training (TVET) and agriculture-based livelihood activities;
  • Proven experience of managing and supporting at least 5 staff;
  • Experience of monitoring progress of planned programmes and reporting on programme activities in a timely and professional manner;
  • Experience of working with other relevant stakeholders including local governments, other NGOs / INGOs and the private sector and
  • Experience in training people.
  • Fluency in English, Myanmar, and Kachin Languages preferred.

Education

  • Education to university undergraduate degree level in a relevant field, will be preferred;
  • Livelihoods or/and Livelihood Sustainable Framework (SLF) training;
  • Relevant educational and/or professional backgrounds in either rural/agricultural and/or urban (e.g. income generating activities, small enterprises, vocational skills training, apprenticeship training) livelihoods fields is preferred.

Desirable:

  • Strong understanding of IDP rights;
  • Short or long-term formal courses in humanitarian and human rights studies or other relevant field;
  • Experience working for International humanitarian NGO.

  • Duration of Contract Regular DRC staff contract, including a probation period of 3 months;
